About adding context and requirements test Pre-market engagement N/A Work done so far We have an established portfolio of live products and scope will be focused on continuous improvement and maintenance of those services. We have navigated Discover and Alpha GDS Assessment and currently in Beta phase for establishing a login-state for the portfolio. Which phase the project is in Live Existing team Currently we have 2-3 DHSC Product Leads and a Data Engineer are in place to manage the mobile portfolio product lifecycle and roadmaps. We work with UKHSA to manage and maintain the mobile infrastructure on private cloud (AWS and GCP), providing: • Technical project resource / advisory / architecture services related to development of mobile apps in the early part of product delivery lifecycles (eg system architecture, design and build support) • Operational services related to the hosting of infrastructure (eg monitoring and maintenance, fix on fail) • Inhouse UAT to supportand finalise releases and rollouts. • Managing the DevOps toolchain supporting the applications (e.g. Apple Developer console, Google Playstore) We work with Zoonou Limited for support on accessibility audits, extended functional testing requirements and penetration testing. Working arrangements We want to work in an agile way, adhering to scrum project team principles and ceremonies. Projects to be managed in 2 week sprints using established Jira and Confluence project spaces. DHSC team and supplier would be expected to work remotely making use of MS Teams, Slack and other collaboration platforms, with willingness to come together at least once a month for workshops or roadmap sessions as appropriate in London. We expect the supplier to provide scrum roles and facilitate ceremonies that are required for successful sprint management. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work We require a supplier to work with us on the next phase of work on NHS Better Health programme and the supporting digital tools and apps. In compliance with GDS Digital Service Standard we are seeking a supplier to support continual improvement and maintenance of the existing portfolio. The supplier will be responsible for the end-to-end user experience and evolution of the design system, delivering improvements to existing features and establishing new ones; user testing and validation of these features; development, QA and ensuring compatability against WCAG 2.2 AA accessibility standards; the maintenance of those services in terms of bug fixing and remaining compliant with app store policies. In addition to the above, there are three core areas of interest: 1. Advancing the product visions and roadmaps so we continue to remain relevant and meet changing business and user needs 2. Maintaining and improving our data and analytics capabilities across the digial portfolio (both app and web) in order to measure the impact of those services on changing and supporting behaviour change, as well providing insights for campaign performance and evaluation 3. Take forward a programme of work to further integrate our services into the wider NHS health ecosystem via NHS login, estabishing personalised features and experiences where a user need can be supported. The NHS Better Health programme has encouraged millions of adults to reduce their risk of a number of serious diseases by achieving and maintaining a healthy lifestyle. Central to the programme is a product portfolio that includes 6 live mobile applications across iOS and Android Platforms (this will be extended to any new services launched during agreement period): • NHS Couch to 5K • NHS Active 10 • NHS Weight Loss Plan • NHS Food Scanner • NHS Quit Smoking • NHS Drink Free Days The supplier will provide data engineer and analytial support for ongoing impact and evaluation measurement of all products. Additionally, the supplier will provide support on a number of embedded web and IOT products where needed; • Better Health How Are You quiz • Start for Life and Quit Smoking Facebook chatbots • Couch to 5K Alexa Voice Skill All products are designed to support DHSC's 5 Key Objectives within the “National health improvement, prevention of poor health and tackling health disparities” focus area, and specifically support organisational priorities to: • Take action on the biggest preventable risk factors for poor health outcomes, including tobacco use, physical inactivity, poor diet and excessive alcohol consumption. • Drive innovation in health improvements, harnessing the best of technology, analytics and innovations in policy and delivery, to help deliver change where it is needed the most • Support the Government prevention strategy, DHSC’s duty to meet the GDS Accessibility Standards and Public Sector Equality Duty. The business problem you need to solve Iterative delivery and user-centred-design are two critical success factors when delivering digital and technology services. We are looking for a supplier to provide digital delivery capabilities, bringing together a multidisciplinary team containing product management, strategy, user-centred design and software development expertise that align with existing approaches to digital and technology standards (Technology-Code-of-Practice and GDS Service Standard). They will be responsible for the ongoing support, maintenance and continuous improvement of an existing digital product portfolio of apps and digital tools, APIs and content management systems (CMS). This appointment will enable ongoing public access to engaging digital behaviour change products that align with Government Communication Campaigns led by the Behaviour Programmes Unit. Additionally, it will support portfolio alignment to NHS national channel ecosystem (NHS login, NHS App, NHS.uk etc), and any major Wellbeing and Prevention digital programmes (e.g. NHS Health Checks, etc). The supplier should have capacity to adapt and manage changing digital requirements that reflect the dynamic nature of our work and changing and developing policy priorities (e.g. Smoke free Generation, Major Conditions Strategy, National Mental Health Hubs.) They will deliver continuous improvement of our digital portfolio (always on), responding to evolving digital requirements that include the need for improved personalisation of user experience through a logged in state using NHS login as a method of single sign-on. They will enable us to effectively evaluate product impact and better understand how users are engaging in our services so we can demonstrate impact of behavioural change and reach of priority audiences. Additionally, they will demonstrate strategic and technical innovation that drives increased value to our services and end users. They will be experienced in adherence to GDS Services Standards and Technology Code of Conduct. Working in an agile way, the supplier will have capacity to scale resource up and down in order to meet roadmap requirements, and demonstrate effective collaboration with other suppliers and Government teams to deliver upon a single shared vision. The products are regularly used by around 1 million active users. They are free at the point of use, and are designed for the people that need it the most. They are a vital, low-friction access point within a wider series of interventions and initiatives delivered by Primary Care and Prevention. They do not exist to compete with the market but to provide underserved users (C2DEs) entry level tools to engage with their health.
