Industrial Decarbonisation Market Mechanisms Regulatory Support 24-28 These contracts are for outsourced technical support for Industrial Decarbonisation Market Mechanisms Regulatory Support – formally known as the Climate Change Trading Regulatory Services. This is effectively working to protect and improve the environment through a range of regimes. They are central to ensuring the UK is meeting its greenhouse gas emission reduction targets. This ranges across aviation, energy, businesses and potentially moving into Marine. This contract is largely funded by Department for Energy Security and Net Zero (a.k.a DESNZ – formally BEIS), with exception of the F-Gas regime (which is funded by Defra) and the aviation aspect is funded by Department for Transport. As a result, the budget is not guaranteed and will be apparent in the bidder’s pack. However, the value has been determined from a best guess from the anticipated required work from working with technical leads and sponsors at DESNZ, DfT & Defra. There will be three lots with a maximum of 6 contracts awarded. Lot 1 will have three sub lots, based on groups of regimes that they will cover. This will ensure competitive value, more resilience and increased SME spend. In simple terms, this lot is about regulating the regimes which includes permitting/processing the agreements and allowing access to register to trade. Then compliance and enforcement. When there are new regimes, part of the role will be working with the EA to establish the process for regulating and then implementing. Lot 2 will be awarded to two suppliers on the basis of a taxi ranking for ESOS audits. The rationale for two contracts is due to resilience in the market and the lack of suppliers who hold the relevant qualifications to carry this audit out. Therefore, it has historically and will continue to be awarded to two suppliers. This has worked well to date. Lot 3 is the smallest lot and therefore will be awarded to one supplier. This lot is for the technical advice, on hand to the EA as and when it’s needed due to the complexities within the regimes.
