This Periodic Indicative Notice (PIN) is to advise potential suppliers of Cleaning and Related Services, that Transport for London are undertaking an Early Market Engagement (EME) exercise in relation to a procurement process for the supply of Cleaning and Related Services (planned, reactive and corrective) across: • TfL Head Office sites • Bus Stations and Stands • Victoria Coach Station • Dial a Ride Depots & Vehicles • River Services - Piers • Woolwich Ferry • London Underground sites & trains (stations, depots, other buildings & trains) • Certain Elizabeth Line (stations, depots, portals and shafts) • London Overground (New Cross Depot) and will Incorporate the following activities (all activities will not be required of all business units): Core Cleaning Services • Office cleaning • Depot and operational facilities cleaning • Station cleaning • Train cleaning Additional Cleaning Services • In service litter picking • Road vehicle cleaning • Rail engineering train cleaning • Window cleaning • Graffiti removal • High level cleaning • Portals & shafts cleaning • Secure/Equipment room cleaning Related Services • Washroom services including supply of consumables • Feminine Hygiene and vending • Barrier mats • Pest Control • Waste removal and disposal • Confidential waste removal and disposal • Grounds maintenance • Adverse weather • Porterage The above lists are indicative and may change prior to the issue of a call for competition. For information the value of these services is estimated to be between £75m & £100m per annum. Lot 1: Provision of Cleaning and Related Services as referenced in II.1.4. Short Description. Additional information: The proposed contract awarded following this procurement process is currently planned to commence in September 2025. The primary focus of this PIN and EME exercise is to better understand market appetite, capacity and capability and to obtain feedback on the prospective contracting and lotting options. Suppliers are requested to express their interest in taking part in this EME exercise. The exercise will include the completion of a short Market Sounding Questionnaire (MSQ). Suppliers are requested to confirm their interest in participating in this exercise by providing the following details via email to SMBOneFM@tfl.gov.uk: -Organisation name -Main contact name -Email address for correspondence Suppliers confirming their interest will be asked to complete a short Market Sounding Questionnaire (MSQ) pertaining to the potential procurement. Feedback from any engagement activity undertaken may be used by TfL in the finalisation of tender documentation. MSQ's will be issued to interested parties with completion and return required by 0800 hours on 05 February 2024. Further details of the potential requirement and instructions for completion and return will be provided in the MSQ issued. A separate Contract Notice will be issued as a call for competition to invite suppliers to participate in any future tendering process.
