A review of the Commissioner’s approach to reward, including pay (for Fire and Rescue Staff (FRS) and Control staff) and financial benefits (for all staff). A review of pay and allowances must cover staff on the FRS (non-operational) pay scale and terms and conditions, as well as staff on the Control pay scale and terms and conditions. Control staff are based at the London Operations Centre in Merton and, respond to over 170,000 emergency calls a year from members of the public needing help. Most staff are Control Officers who answer calls, identify, and mobilise the most appropriate resources, provide guidance to members of the public and co-ordinate the operational response to incidents across the Capital. They work on a shift pattern. Control Room Officers do not subscribe to the National Pay Scales, their terms and conditions are locally negotiated, though their pay increases do align to NJC negotiations. FRS staff cover a range of specialist support functions found in most organisations such as human resources, finance, communications, procurement, ICT, facilities management etc as well as roles specific to the service such as fire safety advisors and engineers.
