Central Heat Network Detailed Project Development Phase Study - Legal Work Package

Tender description

This commission is to procure a legal Consultant to deliver the legal elements of a wider Detailed Project Development (DPD) phase Heat Network study. This DPD study is following on from the Techno Economic Feasibility Heat Network Study centred on the main anchor customers of the Diana Princess of Wales Hospital (DPoW) and Grimsby Tec Partnership (GTP - formerly the Grimsby Institute/GIFHE). A De-Steaming study for the DPoW Hospital and the other parts of the DPD study are being tendered for separately in 2 separate Lots will be carried out by Technical Consultants being commissioned separately by the Authority. The legal Consultant procured in this commission will be expected to deliver Work Package 4 Legal and support Work Package 6 (which will be led by the Technical Consultant) only. The specifications for the De-steaming study and the wider Technical Consultant Study commissions are included in this specification for information only, to allow the Consultant to see how the legal elements that they will provide fit within the wider DPD study (Lot 2). The aim of the De-steaming study and DPD study is to determine whether the identified heat network opportunity is sufficiently viable to take through to commercialisation and delivery and it is the Authorities’ ambition to submit an application to the Green Heat Network Fund application deadline. The previous study determined that the heat network could be served by an energy centre located on the DPoW hospital site which also seeks to decarbonise its energy provision.
