Servicing, Maintenance and Parts for Turntable Ladders

This is a Voluntary Ex Ante Transparency notice to inform the market that Avon Fire Authority, operating as Avon Fire & Rescue Service, is intending to award a public contract by use of the negotiated procedure without prior publication, in accordance with Regulation of the Public Contract Regulations 2015 for the Servicing, Maintenance and Parts for Turntable Ladders. The turntable ladders are critical assets to Avon Fire and Rescue Service for firefighting and rescue capability. The goods and/or services for the turntable ladders can only be supplied by a particular economic operator as competition is absent for technical reasons. Lot 1: Avon Fire Authority, operating as Avon Fire & Rescue Service, is intending to award a public contract for the provision of servicing, maintenance and parts for Turntable Ladders, in accordance with Regulation 32 (2) (b) (ii) the Public Contracts Regulations 2015. This decision is due to technical reasons, namely the goods and/or services for the turntable ladders can only be supplied by a particular economic operator as competition is absent for technical reasons. The turntable ladders are critical assets to Avon Fire and Rescue Service for firefighting and rescue capability. Avon Fire Authority procured two turntable ladders in 2012 and a further two turntable ladders in 2015. The turntable ladders have been in operation since their purchase date. The expected life of a turntable ladder is 12 – 15 years. Avon Fire Authority is proposing to award the contract for 9 years to Rosenbauer UK covering the following goods and/or services: • Servicing, Maintenance and Repairs • Parts • Training • Associated licences and equipment The contract will include an earlier termination provision on 3 months’ notice.
