Market Testing - Oxfordshire Single Point of Contact for Housing and Health Referrals

<p>Oxfordshire County Council (the Council) is issuing an invitation to have a conversation with suppliers in the market to help develop the future delivery model of a single point of contact for housing (including energy efficiency) and health referrals in the County.</p> <p>&nbsp;</p> <p>The Oxfordshire District, City and County councils have worked in partnership for over 9 years to fund a service providing local telephone energy efficiency advice, supporting the most vulnerable residents to stay warm and well in their homes. More recently due to COVID19 and the Cost of Living crisis the service has expanded in scale and offer and now includes home visits.</p> <p>&nbsp;</p> <p>The Local Authorities in Oxfordshire wish to formally procure a single point of contact to support residents stay warm and well in their homes to address the health and wellbeing needs of residents, but also link into the work required to achieve a net zero Oxfordshire. This will include targeting of priority groups where fuel poverty and poor housing conditions are more likely. In addition the service will contribute to the “Oxfordshire Way” supporting organisations such as the NHS, adult social care and VSCE groups by providing easy access expertise in housing conditions, local offers of support, training and onward referrals.</p> <p>&nbsp;</p> <p>The purpose of this market testing is to gather views on the proposed structure of the Contract, the suitability of the specification and the markets’ ability to deliver against it. We are not looking for a sales pitch.</p> <p>&nbsp;</p> <p>The Council’s intention is to run a full procurement as a single stage tender process following the analysis of feedback received. We anticipate that this will be published mid to late April 2023.
