Invitation to Participate in an Authorisation Scheme for General Practitioners Direct Access to Community Diagnostics - MRI, CT, DEXA & X-Ray PIN Lot 1: National Primary Care Strategy and HSE Procurement intend to establish an authorisation scheme to secure suitable suppliers located in Ireland to meet the requirements of patients to access community diagnostics through their general practitioners, which includes the provision of MRI, CT, DEXA & X-Ray examinations in approved provider locations of a patient's choice (the “Scheme”). This Authorisation Scheme is separated into 4 lots as follows: - Lot 1: MRI - Lot 2: CT - Lot 3: X-Ray - Lot 4: Dexa The services will be delivered using service providers’ equipment with radiologists, and radiographers provided by the service provider completing exams and reporting back to the referring GP as per Specification of Requirements. The service will provide patients with direct access through their general practitioner to examinations outlined above and set out by Section 2.4 of the Scheme Application, for full population for 2023. This will be reviewed annually with the service providers and interested parties are advised that this may revert to GMS, GP Visit Card, and HAA adult patients (over the age of 16 years) only, during the term of the contract. Interested parties are advised that although the Scheme is being advertised on eTenders and in the Official Journal of the European Union by way of a Prior Information Notice, this is in fact a simple authorisation scheme established pursuant to Recital 4 of Directive 2014/24/EU (the “Directive”) and accordingly is outside of the scope of the Directive – see Section II.2.4 (Description of the Procurement) below for further detail on the Scheme. Lots 1 – 4: The initial term for each of these lots is 2 years (which may be extended for 3 x 12-month periods at the absolute discretion of the HSE). National Primary Care Strategy and HSE Procurement intend to establish the Scheme to secure suitable suppliers located in Ireland to meet the requirements of patients to access to Community Diagnostics through their general practitioners, which includes the provision of MRI, CT, DEXA & X-Ray examinations in approved provider locations of a patient's choice. Interested parties are advised that although the Scheme is being advertised on eTenders and in the Official Journal of the European Union by way of a Prior Information Notice, this is in fact a simple authorisation scheme established pursuant to Recital 4 of the Directive and accordingly is outside of the scope of the Directive. The HSE will publish a Prior Information Notice (“PIN”) on eTenders and in the Official Journal of the European Union every 6 months during the term of the above referenced lots, inviting parties to apply to join the Scheme. While this Scheme is outside the scope of the Directive, it is being advertised on eTenders and in the Official Journal of the European Union by way of Prior Information Notice to boost participation in the Scheme. Interested parties are invited to review the PIN and Scheme Application, including the accompanying appendix for further information regarding the requirements of the Scheme. Scheme Applicants that successfully meet the minimum requirements (as specified in Section 2 of the Scheme Application) will progress to the next stage of the Scheme (“Shortlisted Scheme Applicants”). Failure to meet any of the minimum requirements (as specified in Section 2 of the Scheme Application) will result in the Scheme Application being rejected. At the next stage of the Scheme, Shortlisted Scheme Applicants will be issued with the applicable price and Service Level Agreement.
