This is a Prior Information Notice (PIN) to provide awareness of an upcoming framework tender for fire safety services. This opportunity has been listed on behalf of LHC and our regional businesses: Consortium Procurement Construction (CPC) London and South East (LSE) Scottish Procurement Alliance (SPA) South-West Procurement Alliance (SWPA) Welsh Procurement Alliance (WPA) LHC is currently planning a procurement of a fire safety framework which will encompass a range of measures to ensure the safety and compliance of public sector buildings. The exact scope of the framework may be subject to change following the pre-tender market engagement carried out by LHC but services that are currently envisaged to be included within this future framework are as follows: - Fire Safety Consultancy - Fire Risk Assessments and Fire Safety Inspections - Installation of Passive Fire Protection - Installation of Active Fire Protection - Active Fire Protection Testing, Servicing and Maintenance - Installation of Fire Suppression Systems - Fire Suppression Systems Servicing and Maintenance - Cladding Remedials and Replacement - Waking Watch Services Lot 1: Fire Safety Consultancy The scope of this consultancy lot is expected to include: Fire Consultancy Advice on all fire safety aspects of Client portfolios Develop fire strategies, policies, procedures, and emergency plans Undertake PAS9980 assessments Undertake EWS1 reports Provide cost-benefit analysis of options for fire safety remedial solutions Additional information: The above represents LHC's initial thoughts but will be refined following market consultation and therefore may not represent the workstreams/lot structure in the final tender issued. Within each lot there will be multiple geographical areas that bidders can apply for. Lot 3: Installation of Passive Fire Protection The scope of this lot is expected to include the design, supply and installation of a range of passive fire protection measures including: Fire compartmentation works (including surveys and remedial works) Fire door surveys and installations Fire shutters and curtains Fire performance labelling Fire safety signage and Information Additional information: The above represents LHC's initial thoughts but will be refined following market consultation and therefore may not represent the workstreams/lot structure in the final tender issued. Lot 4: Installation of Active Fire Protection The scope of this lot is expected to include the design, supply and installation of the following active fire protection systems and equipment: Fire Alarm Systems Emergency lighting design, supply, install and commission AOV (Automatic Opening Vents) Domestic smoke alarms and carbon monoxide alarms Fire Extinguishers and other manual fire suppression equipment Additional information: The above represents LHC's initial thoughts but will be refined following market consultation and therefore may not represent the workstreams/lot structure in the final tender issued. Lot 5: Active Fire Protection Servicing and Maintenance The scope of this lot is expected to include the testing, servicing and maintenance of the following: Fire Alarm Systems servicing & maintenance Emergency lighting design, AOV (Automatic Opening Vents) Domestic Smoke Alarm and Carbon Monoxide alarms Fire Extinguishers and other manual fire suppression equipment Additional information: The above represents LHC's initial thoughts but will be refined following market consultation and therefore may not represent the workstreams/lot structure in the final tender issued. Lot 8: Cladding Assessments and Remedial Works The scope of this lot is to include the assessment and remedial works to external cladding in line with fire regulations. Lot 9: Waking Watch Services The scope of this lot is expected to provide temporary waking watch services where suitably trained staff patrol the floors and the exterior perimeter of a building to maintain the safety of its occupants from fire and ensure there is sufficient warning in the event of a fire to support the evacuation strategy.
