Tender description

The OGP intends to run a competitive procurement process for Generation 3 of the provision of Stenography and Transcription Services to Irish during 2023. The OGP is now undertaking market research to inform our decision as how best to proceed in order to ensure the new Framework is more efficient. As part of this research, the OGP is conducting a Market Information Survey to take soundings from the market, as to its capacity to meet the aggregated demand for Stenography and Transcription Services across all bodies within the OGP’s remit. To this purpose, the OGP invites responses from economic operators for the purpose of market research. Lot 1: The key objectives of this market sounding exercise are as follows: (i) To establish how the market for the required services is organised, the nature, structure and capacity of the market, and the offerings and capabilities of those in the market, to deliver a wide range of Stenography and Transcription Services to Public Sector Bodies within the OGP’s remit on a nationwide basis, as envisaged in the Framework model; (ii) To seek feedback and input from the market on various topics under consideration by the OGP relating to the design, implementation, operation of the service and views on the most appropriate responsive and effective procurement solution for the provision of Stenography and Transcription Services to Public Sector Bodies; (iii) To identify any obstacles or risk factors associated with the delivery of Stenography and Transcription Services and the approach envisaged by OGP; (iv) To assist in determining the best method to engage with the market in any procurement procedure and how the process might be structured to facilitate supplier participation, and to identify any points of concern to Small and Medium Enterprises (SMEs) and how the tender process may be structured to facilitate SME participation; (v) To provide the market operators the opportunity to contribute to the overall strategy and approach to any potential procurement solution for the provision of Stenography and Transcription Services, and to establish the viewpoint of market operators on potential lot structures.
