Tender description

Summary of the work Development of the portal to provide sign up to the new flood alert service and display all relevant information to groundwater flooding Latest start date Monday 1 May 2023 Why the Work is Being Done To develop a flood warning service for communities affected by groundwater flooding Problem to Be Solved Flood warnings for groundwater flooding are currently not available Who Are the Users Communities affected by groundwater flooding (7 selected as pilots) Work Already Done Scoping by Jacobs - full report available Existing Team Jacobs will develop the back end in conjunction with the British Geological Society Current Phase Not started Skills & Experience Evidence developing similar front ends Nice to Haves Experience in related fields such as floods, environment, community resilience, local government etc Work Location Project Groundwater covers the Chilterns and Berkshire Downs Working Arrangments Remote working No. of Suppliers to Evaluate 4 Proposal Criteria • Does the proposal meet the aims of the workstream • How innovative is the proposal • Will the proposal deliver the desired outcomes • Are risks identified and approaches to manage them provided Cultural Fit Criteria • Align with Project Groundwater’s values (i.e. collaboration, innovation, transparency & sustainability) • Align with the values of the overall Defra programme Payment Approach Fixed price Evaluation Weighting Technical competence 35% Cultural fit 15% Price 50% Questions from Suppliers 1. Is there a preferred tech stack for this project? There is no preferred tech stack 2. What is the development budget for this project? We are expecting bids for the entire scope to be under £100k. 3. We are being asked to bid fixed price but the brief also says Jacobs will be developing the backend. Given the intertwined dependencies of the frontend on the backend, what mechanisms will we have to manage budget overruns entirely out of our control (ex. Backend delays or scoping errors in the report) Thank you for this question - which is a very valid point. Upon further reflection the innovative nature of the work is also likely to mean that there will be change and development away from the initial scope as the project progresses. We would therefore suggest that bids can be submitted with an alternative pricing structure.I have attempted to change this - but it seems I cannot change the listing until the next phase (i.e. when the shortlisting is complete). Therefore please submit with a fixed price at this stage and we can reassess at shortlisting. 4. Could we please have the full scope report by Jacobs? Yes of course - I was unable to upload this to the requirements. Please email me directly and I will send over:jed.ramsay@buckinghamshire.gov.uk 5. Can you hold a live online supplier question session? Yes - we can have a supplier question session open to all to attend and ask questions directly of the project team. We will also present an overview of Project Groundwater. This will be held at 9am on Tuesday 21st February. Please email jed.ramsay@buckinghamshire.gov.uk for a Teams invite. We will record the meeting and share the transcript for those unable to attend. 6. Could you please clarify what roles you are expecting the frontend supplier to provide? For example, can we get clarity on who will be supplying oversight roles like project management, product management, testing etc? Is design part of the supplier responsibility or is it simply a case of some frontend engineers embedding into a team from Jacobs? Thanks - a good question and one that I don't have a precise answer for at this stage. I am expecting the frontend supplier to work closely with Jacobs, but not to be embedded with them. The frontend supplier will need to design the portal as they see fit, engage with the pilot communities to confirm user requirements and test it with them.
