Tender description

Nottingham City Council (NCC) has recently undertaken an in-depth Needs Assessment of Children & Young People placed in Residential Children’s Homes. The Needs Assessment has informed us of the requirement to look at a more focused approach to market development. We would therefore like to engage at an early stage of service development to understand what may be currently available to us, or could be jointly developed in partnership with ourselves. We want to ensure we increase our sufficiency of appropriate services available to us that match our identified need in the local area. The Sufficiency Duty requires that a local authority should secure suitable accommodation for its children in care. Places for children to live should not just be sufficient in number but should meet the children’s needs and where consistent with the child’s welfare, be within the authority’s borders that will lead to good outcomes for our Children and Young People.

The Purpose of this Process:

• To communicate to all current and potential providers NCC’s unmet need

• To obtain feedback from those providers who would like to work in partnership with NCC to help shape and develop a sustainable solution to meet these requirements.

• To enable NCC to gauge the interest of providers and ascertain a range of potential approaches to service delivery to consider going forward.

• To drive a more consistent and focused approach to market development thereby increasing sufficiency of good quality relevant services that will cost effectively lead to good outcomes for our Children and Young People. • To assess the feasibility of a competitive selection process

NB: This is not a selection process. It is an opportunity for potential partners to contribute to service development with potential to lead to a competitive selection process. We would like to meet with providers who wish to have further discussion following their response to this exercise.

Please review the attached document and return your response to: SCandMD@nottinghamcity.gov.uk by Friday 10th March 2023.
Keywords: Residential Childrens Homes, Children and Young People, Children in Care
