Tender description

The Council is seeking to engage with the market to obtain feedback on its plans to procure an Owner's Engineer to act on its behalf to provide project management resource, and to oversee and/or advise on all technical and regulatory aspects of the building and commissioning of the proposed solar farm at Wrigley Head, which has an estimated budget of £1.3m and for which planning permission has been secured. It is anticipated that the Owner's Engineer work will take place across three broad phases: 1. Procurement of contractors - supporting the Council to appoint the necessary contractors(s) to deliver the project. 2. Construction - providing project management support and technical oversight of delivery contractor(s), and 3. Handover and post-handover - supporting the Council to be asset management ready/provide support in the procurement of a third-party asset manager. The market engagement documents contain a draft service specification, and further detail of the planned solar farm including indicative timescales. They also contain a number of market engagement questions to which we would be very pleased and appreciative to receive responses from any organisation interested in this opportunity. For the avoidance of any doubt this market engagement exercise will not serve as any kind of shortlisting process. The deadline for responses to the market engagement questions is 12.00 noon Tuesday 28th February 2023. It is not possible at this stage for the Council to provide an indicative contract value for this opportunity.
