Summary of the work The OU is seeking a digital partner to help embed "digital ways of working" within the organisation and to help deliver priorities related to this space, working at pace to ensure student experience continues to improve. Expected Contract Length 2 years Latest start date Monday 10 April 2023 Why the Work is Being Done The OU is building a range of digital services to provide an exceptional end-to-end experience for the students that choose to study with the OU via distance learning. This work could include delivering elements of student services, replacing, or improving other external/internal services and systems used by our staff and students with the overall goal aimed at leaving the engagement with an upskilled capability in a self-sufficient digital operating model. The systems include legacy/bespoke solutions and off-the-shelf software solutions. Problem to Be Solved The OU is seeking a partner to support in extending our current in-house capability for the OU; further creating a culture of continuous learning and improvement and demonstrable success to bring people along in a highly collaborative way. The OU is seeking a strategic delivery partner to help build and iterate a range of digital services delivering an exceptional end to end experience for our students. This work could include delivering elements of student services, replacing, or improving other external/internal services used by our staff with the overall goal aimed at leaving the engagement with an upskilled capability in a self-sufficient digital operating model. There is an identified need for coaching and mentoring at all levels, working with our existing in-house digital expertise to enable and further transform through learning by doing, to embed new ways of working sustainably with the OU being competent in “digital ways of working” at the end of the contract term. During the two year term the OU anticipates a rolling programme of development which the winning supplier will help deliver. This may include multiple, concurrent projects. The supplier may be required to scale up or down their resources as required. Who Are the Users As a student I need to be able to focus on learning, to start well and move smoothly towards my goals so that I can complete my studies. As a student I need to feel inspired and confident so that I choose to learn with the OU. As a staff member I need to give students their time back so that they can focus on learning. As a staff member I need to improve our student services to make it easier for staff to support each student's needs so that students achieve their goals. Existing Team The successful bidder will be supporting the OU across multiple delivery outcomes and working with various teams and stakeholder groups, this may also include extant external partners working in collaboration with the OU. Current Phase Not started Skills & Experience • work in multi-disciplinary and mixed client/supplier teams to deliver products and services across the OU. • Take shared responsibility for outcomes • Assimilate information, research and outputs from internal discovery and design processes. • Have experience working within organisations which have stringent governance processes • Experience working with preferred technology approaches • Understand the need for secure services; the need to develop solutions that consider all elements of security, are safe for users and can be kept up to date. • Horizon scan and advise the leadership team of developments in digital thinking and strategies. • Coach and counsel our existing workforce to build DDAT, agile and user centred capability and embed appropriate methodology or skills tailored to the OU context. • Report progress through professional account management - is the supplier able to work collaboratively to create meaningful, innovative MI about the project and the deliverables and outcomes required? • Demonstrate delivery of services at discovery, alpha and beta of the agile development cycle, built to standards through to long-lived teams taking live operation of the services. • Conduct and document user research/engaging with user research findings, and iterating work accordingly. • Work within multi-functional teams, comprised of OU internal staff and multiple supplier resources, across several projects concurrently. What are timescales for rapid mobilisation? • Work with 3rd parties to develop standard interfaces and data exchange portals using appropriate methods. • Support a flexible way of working, making late changes to plans and re-formulating to maintain project progress against timelines. • Appropriately document designs or proposals for governance and review and work within OU’s current governance arrangements. • Demonstrate service design competence and skill in roadmap creation. • Evidence of delivering projects for internal and external user groups. • Provide resource to support digital teams with 6+ yrs experience Nice to Haves Previous successful experience delivering digital services within Higher Education, digital sector or similar. Work Location The Supplier will work in a hybrid manner both remotely from Supplier's premises and from the address below. For the avoidance of doubt, the main location of work will be: Walton Hall, Milton Keynes, Buckinghamshire, MK7 6AA United Kingdom Other on-site locations may be used with prior agreement in writing between Supplier and the OU. The OUs main campus is in Milton Keynes, however, the OU operates across the four home nations of the United Kingdom with office locations in each, as well as the Republic of Ireland. Working Arrangments The successful bidder will be required to work remotely and on-site, face-to-face with OU teams at various points during the contract. A work day consists of 8 hours, for the avoidance of doubt. Travel expenses to Milton Keynes campus will not be reimbursed, unless agreed in advance in writing with the OU. Security Clearance Whilst we do not require DBS clearance, we may require suppliers to complete a Third Party Information Security questionnaire and/or additional questions relating to processing of Personal Data. In relation to Q15, when asking for experience working within OU’s current governance arrangements, are we correct in assuming that we should follow CCS guidance and offer a single comparable case study, rather than experience within the OU specifically? Following CCS guidance is fine for a comparable case study. 2. Can you please advise on the timeframes for stage 2 of the procurement process? Presentations would be week commencing 13th March. A start date in April 2023 is anticipated. 3. Would the OU be open to the supplier using off-shore resources to support the build of digital services? Preference is for on-shore 4. 1. Given the aim to go live in April, what are the next steps in this process following submission of the original 19 questions.2. As we’d need to draw on previous experience to answer these questions, please confirm you are only considering OU past/current suppliers or those working with higher education and other universities? What is the size of the team(s) you will want to scale up and down, and how long will a typical project last? We are looking to create 8 teams comprising 7 resources across a 2-year period. Teams may well be working in parallel on different projects over the course of the contract, and there may be times when teams are required to be stood down/scaled up as required. We anticipate teams working on between 4 and 6 concurrent projects. 9. Can you confirm the previous work done to lay the foundations for this and if it was conducted with a 3rd party supplier, e.g., a digital strategy, a student user experience project? We began looking a digital capabilities in November 2022 and this work is ongoing and spans 2years, hence this DoS procurement. Previous work done was to explore digital ways of working and one “digital team” has been created and we are working through Discovery/Alpha/Beta stages. In the question about ‘Previous successful experience delivering digital services within Higher Education, digital sector or similar’, what does ‘digital sector’ mean? Does this mean education delivered digitally? Yes, “digital sector” means companies experienced at delivering digital services. Preference is for experience working within higher education, but parallel case studies across other industries can be used to demonstrate suitable digital delivery experience. 11. What are the Open University’s ‘preferred technology approaches’? What are the existing systems they’re looking to replace and specifically what legacy software platforms/solutions? This has yet to have been defined. Opportunities to be identified through Discovery. The OU operates over 400 systems and as this work is ongoing it is not possible to list them here. 14. How are existing digital and IT teams funded? Does funding come centrally or do individual departments have their own budgets? This work will be funded through a Programme structure, working with existing OU staff and teams. Funding will be allocated both centrally and from departments and will require a successful completion of governance to achieve sign-off. 15. Who are the sponsors of this work? The Chief Information Officer & University Secretary. 16. Please can you confirm what you mean by “internal discovery” for the following question:Assimilate information, research and outputs from internal discovery and design processes. Correct. 24. Shared outcomes? Is this from a commercial agreement or methods ie shared commercial risk – or Shared IP etc? Or more ways of working ie co-creation? Which existing external partners would the new supplier be required to work with? Potentially Infosys as our contracted Technical Partner, plus any other third parties the OU may require from time to time dependent on the domain where the change is occurring. E.g will suppliers be asked for a total price to deliver the 2 year contract, or will it be a rate card? The pricing submission is a capped time and materials basis. We ask the cost over the life of the contract to staff teams to upskill OU staff and implementing digital ways of working across the organisation.For the tender evaluation, please base your pricing on 8 teams of 7 resources (roles include: Service Designer, UI Developer, Content Designer, Delivery Manager, Product Manager, User Researcher, and, Architect) for 46 weeks per year.Pricing is 20% of the total marks. The lowest priced bid will receive a score of 20. However as an example an answer could include in respect of a preferred Agile delivery methodology being applied - researching user needs and defining user stories and designs to be coded. 47. What digital skills or job families does OU already have in-house? None at present. We are currently reviewing job families to move towards a more digital structure. 48.
