HRB 2023 Document supply services for the HRB Evidence Centre and the HRB National Drugs Library

The Health Research Board is a statutory agency under the aegis of the Department of Health. As the lead agency in Ireland responsible for supporting and funding health research, generating health information and promoting the use of evidence in policy and practice, we are motivated and inspired by our vision – for better health through excellent research, data and evidence. The HRB Evidence Centre produce evidence reviews on topics of health policy and health services research on behalf of the Irish Department of Health. The HRB also manage the National Drugs Library, a specialist research library. In addition to our core collection of journals and databases, The Evidence Centre and the HRB National Drugs Library purchase high quality PDF electronic copies of journal articles from a commercial document supply company, who facilitate the payment of the relevant copyright fees. Over time, due to an increasing workload and increasing complexity of the review work we undertake, document supply has become a key component in the suite of resources available to the review teams. Summary of MINIMUM requirements A document supply service which provides: 1. Online platform to facilitate identifying and ordering of individual full-text journal articles 2. Email delivery / download of high-quality PDF copies of journal articles (PDFs that allow copy/paste function and printing) NOTE: PDFs of scanned and/or JPEG copies of archive journal articles (usually pre-1990) are acceptable for pre-1990 content only. 3. Copyright-compliant PDFs. Copyright fee should be included in the price, and a clear outline of the copyright fee and the service fee and ana clear outline of the copyright fee and the service fee and any taxes due should be listed. 4. Central monthly invoicing 5. Ability to allow up to 5 user accounts 6. Accessible via username/password or SAML 2.0 Single sign-on (SSO) 7. Search: Include options to search by DOI, PMID or search Pubmed and/or Google Scholar
