Tender description

The research will span understanding the role, forms, practice and value of entrepreneurial learning within the TVET system in making graduates more employable. The specifics are:<br />• Review existing research on how entrepreneurship manifests within the TVET system and TVET-private sector co-ordination more broadly for better skills development outcomes <br />o What examples are there of TVET systems effectively supporting the different aspects of entrepreneurship (particularly in SSA) and what lessons can be shared internationally?<br />o Specifically, what examples are there of TVET’s mutually beneficial relationship with the private sector, and what is the nature, scope and structure of such partnerships? <br />o What key recent developments and trends are emerging towards meaningful integration of entrepreneurship within the TVET sector in the study countries?<br /><br />• Assess current practice and efforts on how TVET systems support entrepreneurship.<br />o What approaches are study countries taking to integrate the development of entrepreneurial learning into TVET? <br />o Aligned to the British Council’s TVET Theory of Change, what system level conditions and prerequisites enable effective delivery of different types of entrepreneurial skills in TVET?<br />o What specific systemic approaches and innovations in the study countries particularly related to entrepreneurial education in TVET could be of interest to other countries with similar TVET eco-systems so that ongoing and future TVET system reforms can be informed by the identified successful models and lessons learned? <br /><br />• Generate insights into how entrepreneurial learning within TVET enhances employment prospects and versatile career paths for TVET graduates. <br />o What evidence supports the attractiveness and relevance of TVET education (particularly to private sector and young people themselves)? <br />o What entrepreneurial learning most directly influences employability and self-employment success?<br />o How is/can TVET Career advice and guidance services support entrepreneurship as an option and provide links to other support services? <br /><br />• Recommendations for strengthening entrepreneurial aspects of TVET eco-system towards enhancing employability of TVET graduates. <br />o What framework, definitions and consistent language should be used to describe the different aspects of entrepreneurship?<br />o How do different parts of the TVET system support this framework and what aspects should be left to other support systems? (In particular, how can it support self-employment, employment and progression to other learning)?<br />o How much should entrepreneurial skills be incorporated into curricula and to what extent can broader/softer entrepreneurial skills be integrated into pedagogy approaches?<br />o What might a standard but flexible TVET system- private sector interaction/partnership model (entrepreneurial aspects included) look like at policy and delivery fronts for optimising the ‘employability impact’ of TVET?<br />• Estimate number of days<br />65 days<br />
