Background This Prior Information Notice (PIN) is to signal an intention to engage with the market. Wrexham County Borough Council are seeking proposals from suitably qualified suppliers for the provision of a fully hosted, browser based, Revenues and Benefits IT system, compatible with Microsoft Edge and able to interoperate with other IT systems working fully in accordance with applicable regulations, maintained as required by the supplier. The proposals submitted will be considered for market engagement purposes only and provide Wrexham County Borough Council with relevant information to enable an analysis of appropriate options available. This will be used to inform any future procurement process relating to this function. The supplier must include and be able to provide a system which is able to meet the following essential minimum requirements. Specification Revenues and Benefits Administration • Council Tax Calculation and Billing • Maintaining Council Tax Discounts and Exemptions • Non Domestic Rating Calculation and Billing • Maintaining Non Domestic Rating Exemptions and Reliefs • Benefit Administration which includes, Housing Benefits & Council Tax Reduction Schemes and Payments and Subsidy • Discretionary Housing Payments • Single Housing Benefit Extract Reporting • Ability to Recover Housing Benefit Overpayments • Innovative reporting functionality tailorable to deliver various system reports and data extracts • Automated batch processing Integrations • Corporate digital citizen portal - Granicus • Digital processing providers • Cash receipting systems • Must also be able to integrate with: DWP (Atlas, CTRS, RTI/VEP), VOA, Ability to integrate with Housing Systems, LLPG & Document Management Systems Additional functionality • Embedded document imaging solution • SFTP Responses Wrexham CBC is not bound to accept any proposals submitted by suppliers and is not liable for any costs incurred as a result of suppliers engaging with this process. This early market engagement exercise does not guarantee that a procurement will take place and Wrexham CBC reserves the right to defer from any procurement entirely.
