Tender description

The Authority intends to place a multi supplier Framework Agreement for the provision of cord, thread, bungee and associated items. The requirement is to provide various specialist items of cords, bungees, thread and associated items to support military platforms. An initial list of items that may be purchased under the Framework Agreement can be found at Schedule 14 of the draft Terms and Conditions, which are accessible at the following: https://contracts.mod.uk/esop/toolkit/opportunity/ns/56921/detail.si?isOnModification=false&_ncp=1702899267709.17527-2 Other cord, thread, bungee and associated items that are similar to those listed may also be purchased under the Framework Agreement. No business whatsoever is guaranteed under any resulting Framework Agreement or Contract and there is no guarantee that any Framework Agreement or Contract will be put in place in relation to this notice. The Authority will comply with the Public Contract Regulations (PCR 2015). The procurement will operate under the Open Procedure. The purchase value of any single order under the Framework Agreement shall not exceed £213,477 in value. The Framework Agreement will have an initial duration of three years, with an option to further extend by one 12-month period. The Defence Sourcing Portal (DSP) will be used to manage the Invitation to Tender (ITT) process. Access to the DSP is required and it is recommended that access is requested via Supplier Registration Page. The deadline for receipt of clarification questions relating to the ITT is 16:00 GMT on 19/01/2024. The closing date for ITT submissions is 16:00 GMT on 31/01/2024 The Authority anticipates awarding the Framework Agreement in March 2024. All respondents who pass the tender evaluation process as specified within the Invitation to Tender documents will be offered a place under the multi supplier Framework Agreement. Under the multi supplier Framework Agreement, the Authority will request quotations from operators for each mini-competition. Operators will be required to provide lead times and prices for the supply and delivery of the specified items. The evaluation procedure for each mini-competition is detailed within the draft Contract Terms and Conditions (Condition 47.1 Mini-competitions) which can be accessed via the Defence Sourcing Portal, via the opportunity notice above. A Cyber Risk Assessment has been conducted for this requirement to ascertain the level of Cyber Risk present. The result of this assessment is a Cyber Risk level of 'not applicable'. The issue of this Contract Notice and/or ITT material is not a commitment by the Authority to place a contract as a result of this competition or at a later stage. Any expenditure, work or effort undertaken prior to any offer and subsequent acceptance of contract, is a matter solely for your commercial judgement.
