Scope of Consultancy<br />The British Council in Mauritius is looking for a consultant to design and implement a research mapping project which supports an understanding of the creative and cultural industries in Mauritius. The Consultant should have experience in the creative sector landscape of Mauritius and knowledge and appreciation of creative industries and inclusive communities. The key outcome of this consultancy is to develop a comprehensive report that illustrates a holistic approach to understanding of the arts sector in Mauritius.<br /><br />The consultancy work is within the British Council SSA Arts portfolio.<br />• the different artforms that are of interest to creatives aged between 18 – 35 and the opportunities that currently exist for them to practice their art <br />• the appetite that exists amongst creatives to collaborate either locally or with other creatives in SSA or the UK<br />• the different art spaces that exist in Mauritius for creatives to showcase their art<br />• the different arts organizations currently operating in Mauritius and the work that they do<br />• opportunities that are available to creatives from minority groups (including women, and those with disabilities) to be able to create art and collaborate with other creatives<br />• Provide programme approach, design and delivery recommendations which look towards connected and complementary programme delivery in Mauritius including: <br />a) The target groups who have the greatest potential to benefit from cultural engagement (including across creative economy, cultural exchange)<br />b) Opportunities for synergies with further British Council initiatives <br />c) The potential to support development and strengthening of local capacities, networks.<br />• Opportunities for taking a mutually beneficial cultural relations approach with the UK sector to support and strengthen local infrastructure alongside international collaboration the creation of a database of different arts organizations currently operating in Mauritius and the work that they do.<br /><br />Purpose of the consultancy.<br />3.1.1 To conduct desk research and consolidate the findings from various internal and external research on Mauritius Arts sector with a specific focus on youth (18 – 35) <br />3.1.2 To conduct a baseline survey which will respond to: <br />a. the different artforms that are of interest to creatives aged between 18 – 35 and the opportunities that currently exist for them to practice their art <br />b. Analysis of the ecosystem including the typologies, characteristics, business models and scaling model opportunities/present across creative economy and wider cultural arts sector <br />c. the appetite that exists amongst creatives to collaborate either locally or with other creatives in SSA or the UK<br />d. the different art spaces that exist in Mauritius for creatives to showcase their art<br />e. the different arts organizations currently operating in Mauritius and the work that they do. <br />f. opportunities that are available to creatives from minority groups (including women, and those with disabilities) to be able to create art and collaborate with other creatives. <br />3.1.3 To consolidate the findings from this research and provide recommendations to the British Council in Mauritius of how it can contribute to the Arts ecosystem. <br /><br />3.2 Consultancy Deliverables: <br /><br />Outputs <br />Research proposal including framework and plan to explore the questions to be agreed and signed off.<br />Two engaging and accessible research reports which can be shared easily (one for internal British Council purposes and one for External Purposes). It should include the following within scope of the specification: <br />1. Executive summary <br />2. Summary of the purpose, objectives, and questions <br />3. Methodology and limitations of the research <br />4. Analysis of the ecosystem including the typologies, characteristics, business models and scaling model opportunities/present <br />5. Analysis of clustering of the creative economy and cultural exchange opportunities and network with other creative industries <br />6. Synthesis of findings and conclusions <br />7. Identification of challenges and opportunities <br />8. Recommendations for public launch of the report including online stakeholder sharing event <br />9. Case study interviews with identified stakeholders and partners (online <br />meetings, document reviews, desk research) <br />10. Conclusion <br />
