Objective<br />Building on the findings of the benchmarking exercise conducted in Botswana in 2023, this assignment aims to develop a strong framework to support the TVET system in Botswana in the transition to a green economy, by providing a roadmap and agreed action plan at policy, industry and implementation levels. <br /><br />Background to the assignment <br />The British Council started working in the area of TVET in Botswana in 2020. In 2023, the Green Skills Benchmarking Tool was piloted in Botswana along with Morocco, Tanzania and England. The tool applied aimed to help governments, employers, and TVET providers assess how their TVET system can support the transition to a more sustainable and greener economy. The tool takes a broader view of what creating a TVET system that supports the green transition entails, looking beyond the narrow focus on occupational skills for particular 'green' industries. A wider, systems strengthening perspective, which also considers occupations in non-green industries has been taken. The tool consisted of 60 questions, grouped around the following sections:<br />• Policy coherence and vision <br />• Labour market intelligence & skills anticipation  <br />• Employer engagement <br />• Curriculum and assessment <br />• Learner engagement and support <br />• Institutional strengthening and TVET workforce development <br />• Financing <br />• Quality assurance, monitoring, and evaluation <br /><br />A comparative analysis report has been produced and can be viewed here.<br /><br />The report highlights specific findings from the research countries and provides high level recommendations based on the above-mentioned research sections. With this assignment we are taking this work further, contextualising the recommendations and developing a roadmap to help the local stakeholders identify practical next steps Botswana can take to enhance their TVET system and ensure an effective transition to a green/blue economy. <br /><br />Scope <br />To achieve the assignment objective, it is proposed that a team of a local expert and a UK TVET consultant work collaboratively between January and March 2024, to design of a roadmap (including stakeholder engagement) for greening TVET in Botswana, outlining short-, medium- and long-term priorities at policy, industry and implementation level and the respective action plan.<br /><br />The following activities will form part of this assignment: <br />1. Review the findings of the benchmarking tool report produced for Botswana, identifying potential gaps and/or inconsistencies and producing a plan for addressing these. This will include desk research and consultations with local stakeholders (both online and in person) and includes arranging meetings and discussing information with key national informants to validate information previously shared or collect new information if needed. <br />2. Production of a revised short report summarising the key findings of the benchmarking exercise and own findings outlining strengths, weaknesses, opportunities, and threads for the TVET sector in Botswana in the transition to green economy.<br />3. Development of a roadmap, including agreed objectives, outputs, outcomes and roles and responsibilities at policy, industry, and implementation levels<br />4. Design and deliver a one-day face-to-face interactive workshop with key stakeholders in Botswana to triangulate the findings of the benchmarking research and to validate the proposed roadmap. <br />5. As part of the local stakeholder engagement investigate local partners appetite for investment and partnership projects with British Council and make recommendations for future interventions which British Council could potentially support through its programmatic work in Botswana in the area of greening TVET.<br /><br />Deliverables <br />There are four main deliverables: <br />• A short, revised report, providing a SWOT analysis in relation to greening TVET sector in Botswana. (Maximum 10 pages) <br />• A roadmap for greening TVET in Botswana, outlining short-, medium- and long-term priorities and action plan including objectives, outputs, outcomes and roles and responsibilities of local stakeholders at policy, industry, and implementation levels.<br /><br />• An interactive one-day workshop with key national stakeholders to triangulate the findings of the SWOT analysis and to validate the proposed road map. <br /><br />• Outline of potential opportunities for partnership project(s) between the British Council and the local stakeholders in green skills transformation, and proposed implementation plan<br /><br />Outcomes<br />The expected outcomes from this assignment include: <br />• Improved and shared understanding of the current landscape in respect of green TVET in Botswana, including existing models of practice, strengths, and weaknesses of the current system. <br />• A clear, shared vision of the direction of travel and strategic planning, including agreed objectives, outputs, outcomes and roles and responsibilities at policy, industry, and implementation levels.<br />• Enhanced relationships with key stakeholders in Botswana <br />• Improved awareness of the British Council’s offer in TVET by the local stakeholders<br />
