Tender description
South Lanarkshire Council have a requirement to undertake a Negotiated procedure under standing Order 9 of the Council's Standing Orders on Contracts for the provision of the Servicing and Maintenance of Fire Alarms and Intruder Alarms. The Council have closed protocol fire alarm systems at various Primary Schools throughout the Council area, along with an intruder alarm at Glassford Primary School, previously installed by King Communications & Security Ltd. The Council therefore have a requirement to implement a contract with King Communications & Security Ltd to undertake all inspections, routine servicing, and maintenance; repair and / or replacement of parts identified during maintenance visits’ call outs to reset the systems or to repair as necessary. This is to ensure the satisfactory operation of the Fire systems and intruder system within the SLC properties listed above. The contract will be for a period of 5 years with an optional extension of up to 36 months. The award of this contract under the Negotiated Tendering Procedure under Regulation 33 (1) (b) of the Public Contracts (Scotland) Regulations 2015 and Standing Order 9.3.1 (b) of the Council’s Standing Orders on Contracts for the following reason: - The services can be supplied by only one suitable provider because competition is absent for technical reasons. King Communication & Security Services Limited developed the fire and intruder alarm installations which are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer’s components. Therefore, the closed protocol lift installations can only be serviced, maintained, and repaired by qualified engineers from King Communication & Security Services Limited.
