1. Background and context about the project<br />The British Council is the UK’s international organisation for cultural relations and educational opportunities. We build connections, understanding and trust between people in the UK and other countries through arts and culture, education and the English language. Last year we reached over 80 million people directly and 791 million people overall including online, and through broadcasts and publications. Founded in 1934 we are a UK charity governed by Royal Charter and a UK public body. We receive a 15 per cent core funding grant from the UK government. We work on the ground in more than 100 countries. The British Council works with organisations, networks and leaders with shared interests to secure the financial resources, galvanise our combined influence and catalyse pathways to solutions that make a measurable difference. Together with our partners, we aim to maximise positive outcomes for Africa's next generation through mutually beneficial and innovative interventions that improve the lives of young people and their ability to contribute to the socio-economic development of their countries. The British Council Arts and Culture Programme in sub-Saharan Africa (SSA) is looking for about three experts with knowledge and in-depth insights of the creative and cultural sector on the continent to lead on writing technical aspects of service contract proposals for international organisations with approximate values ranging between £500,000 - £10,000,000, towards the above ambition.<br /><br />2. About the role of the specialist contractor/s<br /> The contractor/s will review and analyse funding opportunities and develop strategically comprehensive proposals aimed at attracting partnerships.<br />Taking on a lead role within the partnership’s pursuit team, the contractor is expected to provide market insights that enhance the quality of funding proposals, harnessing relevant aspects of the British Council’s track and experience to produce outstanding proposals. <br />The contractor/s will work alongside the SSA Regional Arts Director, our programmes, insights and research and business development teams, virtually.<br /><br />3. Outcome and outputs<br />The Consultant/s will deliver services including but not limited to the following:<br />• Act as the lead technical writer and work directly with the proposal team and consortium members to develop the full technical proposal including writing the proposal budget.<br />• Collect technical inputs (through workshops, interviews, and written questions) from the British Council and the partners and structure the proposal coherently using these inputs.<br />• Provide technical input for the rationale, strategy, log frame and draft of the timetable of activities sections under the ‘organization and methodology’ part of the technical proposal in line with the content outline and the timeline to be agreed with the British Council<br />• Analyse the Terms of Reference (TOR) which constitute a part of the invitation to tender for selected projects in target countries across the Sub-Saharan Africa region in line with requirements for the proposal.<br />• Provide revisions to the above-mentioned sections in response to the comments of the proposal team and the partners. <br />• In agreement with the British Council team, undertake additional activities within the scope of the preparation of the Technical Proposal.<br />
