Tender description

Contract for a service provider (“Supplier”) to design, manage and deliver a new technical assistance programme on public financial management (PFM), tax and infrastructure investment. This will form the main component of the FCDO “Expertise to Support Economic Reform in Sierra Leone” programme. Lot 1: to deliver: High-quality public financial management and tax expertise to the Government of Sierra Leone to support the development and implementation of policy, regulatory and organisational reforms, leading to greater integrity, more efficiency and better control of public spending and increased tax revenue. This will help ensure GoSL needs to borrow less to achieve a given level of development impact, decreasing the fiscal deficit and in turn incentivising further investment and growth through macroeconomic stability. High-quality investment expertise to the Government of Sierra Leone to support policy and regulatory reform processes in order to reduce barriers to responsible investment and support effective prioritisation and planning of infrastructure investment deals. This will improve the investment climate and increase the number of bankable projects developed, thereby attracting higher levels of responsible investment in key areas. Where possible the programme will also support the progress of individual transactions to help them move more quickly towards financial closure.
