Research on Innovations in blended learning on a continuing professional development (CPD) programme in Rwanda (Secondary Teachers’ English Language Improvement Rwanda - STELIR); A journal article / chapter in a book (on education technology) that describes project innovations in blended learning, including challenges and how overcome.<br /><br />The Ministry of Education in Rwanda has chosen English as the medium of education and, as per the current Education Sector Strategic Plan (ESSP), expects all teachers to achieve a B1 Level on the CEFR. The aim of STELIR is to improve the English language proficiency of up to 6,000 Lower Secondary Teachers in the state education system across 14 (out of 30) districts, plus 1,000 Lower Secondary Pre-Service Teachers in training at the University of Rwanda College of Education, to an intemrediate level, over a three-and-a-half-year period, with the ultimate goal of improving learning opportunities for lower secondary pupils. <br /><br />STELIR research plans focus on the themes of inclusion and equity in teacher CPD linked to the use of blended learning that includes innovations in education technology. <br /><br />This research piece and corresponding journal article is timed so that research can take place when one cohort of approximately 2,600 teachers will have completed Stage 1 (face-to-face) and Stage 2 (online) of their STELIR blended English courses at their appropriate language level, and will either be graduating at intermediate level (CEFR B1), or continuing taking subsequent courses through the levels until they reach intermediate. At the same time, a second cohort of approximately 2,400 teachers will be preparing to begin their STELIR blended English courses.
