The Green Skills Benchmarking Tool <br />The British Council has developed a self-assessment tool on Greening TVET that aims to identify and measure how green a country’s TVET system is at policy, industry and implementation levels by engaging all key stakeholders. The tool is designed to support governments in demonstrating and measuring progress in the transition to a greener society and will inform the enhancement and formulation of appropriate policy initiatives, identify exemplar areas of practice and success and shape Going Global Partnership interventions to help capitalise on strengths and address any gaps. <br />It is proposed that a green skills benchmarking exercise takes place in Mozambique between December and February, which will be followed by the design of a roadmap (including stakeholder engagement) for greening TVET in Mozambique, outlining short-, medium- and long-term priorities. <br /><br />The following activities will form part of this assignment: <br />1. Working with the UK consultant on conducting an assessment of TVET system in Mozambique using the Greening TVET benchmarking tool, through desk research and consultations with key national stakeholders (both online and in person). This includes arranging meetings and interviewing key national informants to collect and validate information for the self-assessment tool. <br />2. Delivering a one-day face-to-face interactive workshop with key informants in Mozambique to triangulate and validate the findings. The UK consultant will support the design of the workshop. <br />3. Work with the UK consultant on development of a report analysing the findings of the benchmarking exercise (including the ranking for each question in the tool, discussed and agreed by key stakeholders during the workshop), outlining strengths and opportunities for greening TVET in Mozambique, capturing examples of good practice which illustrate how the country is enhancing, or plans to enhance, its TVET system to ensure it supports transition to a green/blue economy, and making recommendations for potential British Council supported projects in this space as well as suggesting enhancements/refinements to the tool.<br />4. Support the UK consultant in development of a roadmap (including stakeholder engagement) for greening TVET in Mozambique, outlining short-, medium- and long-term priorities.<br /><br /> Overview of task<br /><br />The task focusses on five interrelated activities:<br />1. Briefing from the British Council. British Council to provide the benchmarking tool, the comparative analysis report and scoping report of TVET landscape in Mozambique. Arrange online interviews with key local stakeholders and conduct them in collaboration with the UK <br /> consultant. <br />2. Desk research to build understanding of the Mozambique TVET system in the context of green skills. In collaboration with the UK consultant, complete the benchmarking tool based on findings from desk research and online interviews with local stakeholders. <br />3. Plan and deliver a one-day workshop to validate the findings and get stakeholders to complete selected sections of the tool through interactive sessions working in groups. The UK consultant will support with the design of the workshop. The British Council office in <br /> Mozambique will provide the required logistical support. <br />4. Collaborate with the UK consultant on production of a report detailing the methodology of the benchmarking exercise, capturing the findings and recommendations, outlining strengths and opportunities for greening TVET in Mozambique, capturing examples of good <br /> practice which illustrate how the country is enhancing, or plans to enhance, its TVET system to ensure it supports transition to a green/blue economy, and making recommendations for potential British Council supported projects in this space as well as suggesting <br /> enhancements/refinements to the tool.<br />5. Support the UK consultant with development of a roadmap (including stakeholder engagement) for greening TVET in Mozambique, outlining short-, medium- and long-term priorities.<br /><br />Objective<br />The utilisation of the green skills benchmarking tool will elicit intelligence and insight into the current landscape of green skills in Mozambique. This will provide a strong framework for targeted support to build on the strengths and address gaps. <br /><br />Outputs<br />There are four core outputs: <br />• An interactive one-day workshop with key national stakeholders to validate and triangulate the findings of greening TVET benchmarking exercise in Mozambique <br />• Detailed benchmarking report on green skills in Mozambique based on the results of greening TVET benchmarking exercise <br />• Outline of potential opportunities for partnership project(s) in green skills transformation and proposed implementation plan<br />• A roadmap for greening TVET in Mozambique, outlining short-, medium- and long-term priorities.<br /><br />Outcomes<br />1. Improved understanding of green skills in the Mozambiquan context including key stakeholders, current models of practice, current results and strategic planning <br />2. Enhanced relationships with key in-country stakeholders, improved awareness of those stakeholders as to the support that British Council can offer and buy-in of those stakeholders to British Council’s proposed intervention.<br />3. A clear, shared vision of the following phase of work, including objectives, outputs, outcomes and roles and responsibilities.<br />
