Scope/Deliverables/Specifications<br /><br />Evaluation Objectives<br />The tender aims to secure the services of a local consultant to build the capacity of the members of this local TWG (more specifically but not exclusively the SOCFEs) towards enhancing their understanding of the purpose and benefits of the group, ways of constructive participation and result oriented decision making as well as improving their ability to foster collaboration and partnerships among all public and private stakeholders in demand-driven skills development for the Shire Valley.<br />The Short-Term Consultant will conduct a capacity needs analysis of the TWG members and subsequently design and deliver a support / training program to enhance the operational capacity of the newly set-up local Technical Working Group (TWG) in the Shire Valley. The primary purpose of the TWG is to facilitate constructive dialogue between employers and vocational training institutions (VTIs) to enhance commercial farming through demand-driven skills development. The training program and accompanying support measures aim to equip the local TWG members with the essential skills required to conduct productive dialogue through the established mechanism.<br /><br />Objectives<br />This assignment is designed to achieve the following objectives:<br />a) Conduct a comprehensive training needs assessment and gap analysis for TWG members.<br />b) Develop a detailed training and support program based on the identified TWG needs.<br />c) Deliver key training(s) for the local TWG to enhance its operational capacity.<br /><br />Specification <br />The consultant's responsibilities will encompass the following tasks:<br />a) Carry out a Needs Assessment: The consultant will review all relevant documentation and engage with the project implementation team to gather information that will help them to develop a detailed work plan for executing the assignment. The <br /> consultant will conduct a training needs assessment to identify gaps and requirements for TWG members.<br />b) Design a Customized Training and Support Program: The consultant will develop a holistic training program tailored to address the specific needs of the local TWG. This will reflect both immediate and long-term needs for the local TWG. <br />c) Deliver the Training Program: The consultant will facilitate and deliver the training program to TWG members and stakeholders professionally and effectively, ensuring active engagement and skills transfer. Priority areas for training are those that <br /> will enhance the ability of the core local TWG members (i.e., SOCFEs and VTIs) to sustainably engage in effective dialogue.<br />d) Document Lessons Learned: Throughout the process, the consultant will be expected to meticulously document lessons learned that should inform Result Area 3 of VTB2 and enhance the quality of future training initiatives.<br />e) Reporting: The consultant will be expected to generate reports at key stages throughout the process, including an inception report that outlines the chosen approach and methodology for executing the assignment, a needs assessment report that <br /> includes a proposed training program with relevant modules and/or training guides/materials, as well as a final report that includes lessons learnt and outcomes from delivery of the training program. <br /><br />Outputs<br />Outputs will include: <br /> Inception report. <br /> Need assessment, report, and training proposal. <br /> Detailed training and support plan (including training materials).<br /> Training Workshop involving TWG participants<br /> Final report.<br /><br />
