Tender description
The Contracting Authority (Dublin City Council) is seeking to establish a Multi-Party Framework Agreement of Specialist Conservation Contractors for Dublin City Council. The Framework Agreement will be established with a minimum of five economic operators. It is a two stage process in that a maximum of eight Specialist Conservation Contractors who pass the SAQ, will be assessed under the MEAT award criteria and weightings based on a schedule of notional rates. A minimum of the top five scoring tenderers will be included on a Framework for future projects such as repairs to historic graveyards, protected buildings, historic pavement, walls, railing and other Protected Structures with an estimated typical value for individual projects in range of €30,000 - €150,000 and not exceeding €300,000. Drawdown from the framework: Contracts may be awarded as follows: a. Where the value of the contract is less than €50,000 this will be conducted using the cascade procedure. b. Contracts in excess of €50,000 will be awarded via mini competition, where all Framework members admitted to the framework agreement will be invited to tender. The maximum rates chargeable by the Operator under a Call-Off Contract shall be those identified in its Tender. These rates will be fixed for the initial twelve (12) months of the Framework Period and will be adjusted for inflation thereafter on each annual anniversary of the Commencement Date in accordance with the CPI Index. It is envisaged that the number of Specialist Contractors on the Framework will be a minimum of five, provided that five suitable tenderers, can be identified and it will be in place for a period of four years subject to any renewals/extensions.
