Consultancy Services for the Evaluation of Global Ireland in Mozambique

Tender description

External consultants (a minimum of two) are being procured to be part of a mixed team with DFA Evaluation and Audit Unit staff to evaluate two areas of the Mission Strategy. These are: • Strategy delivery and adaptation; and • Programming, partnerships, and influencing. It is intended that the findings and lessons learned as captured in the evaluation will highlight the work of the Embassy of Ireland to Mozambique in recent years, feature considerations for future Mission programming, and inform relevant Departmental and global policy planning and programming. The evaluation team will comprise DFA Evaluation and Audit staff and the contracted external consultants. A DFA Evaluation and Audit Unit staff member will serve as the Evaluation Manager, and be the primary point of contact for the overall process with responsibility for managing communications among the Reference Group, the external consultants, and key Departmental stakeholders. At least two external consultants will be required for this assignment. The consultants will lead on research, analysis, writing, and related aspects and work packages for the evaluation. One of the external consultants presented in the tender will act as the Lead Consultant.
