Middlesbrough College – Provision of a HR and Payroll System. Awarded under Regulation 32 2 (C)– Use of Negotiated Procedure without prior publication is being utilised to Direct Award to Access People XD. The grounds for this award are that the system implementation dates are extremely tight and would not work in line with any procurement timeline, the contracting authority have been forced to obtain a new system due to their current system becoming incompatible. The new system must have parallel runs in both February and March 2024, which requires the implementation process to begin in October 2023 to meet the timescales. The College considered many other systems with demonstrations with no frameworks offering the required flexibility within their scope.
