Whole Family Wellbeing Funding - Year 2 (2023-2024) Evaluation

The Scottish Government has a requirement to place a contract with an external service provider for the provision of an Evaluation of year 2 of implementation of the Scottish Government’s Whole Family Wellbeing Funding (WFWF). The aim of this research is to gather evaluation evidence from year 2 of the Scottish Government’s Whole Family Wellbeing Funding to understand whether the programme achieves its intended short and intermediate term outcomes, and to identify how funding has been spent. This will be done by collecting and collating information from local multiagency partners in Children’s Services Planning Partnerships (CSPPs) and from children and young people and their families. In order to meet the evaluation’s aim, the specific objectives of the work are to: 1. Review initial findings and evidence from year 1 of the Funding with the purposes of familiarising with the programme and context, and to support updating the logic model. 2. Conduct primary research with the relevant workforce. 3. Conduct primary research with children, young people, and families experiencing whole family support. 4. Analyse Whole Family Wellbeing Funding relevant reporting. 5. Draw on relevant secondary evidence. 6. Clearly communicate evaluation findings from a ‘complex system’ to a wide range of stakeholders at key learning and decision-making points to enable strategic use of findings. 7. Deliver a year 2 evaluation report that provides full analysis of the short and intermediate outcomes of the WFWF, appropriate to the stages of the funding.
