Tender description
The replacement of the Councils the current weighbridge management system with a similar but Web-Based/Cloud-Based system. Leicestershire County Council (“the Council”) operates four Waste Transfer Stations (WTS) with a total of six weighbridge platforms and a variety of associated equipment such as intercoms, DOCs, ANPRs, CCTV cameras, and entry and exit barriers etc. Although each site has different levels and ages of associated equipment, the majority at each Site (except Kibworth) is currently integrated into the existing weighbridge management system which is networked server based and uses the Council’s IT WAN infrastructure. The contract term is for a minimum of 5 years with options to extend up to a maximum period of 12 years. Following the initial five-year term, the contract will continue to roll-on for up to a maximum of seven more years in twelve monthly increments at a time unless the Council serve notice to terminate the contract on six months’ notice to terminate, or the provider issues notice to terminate on twelve months’ prior notice to terminate. Any notice to terminate would have to take effect on the expiry of the initial term of the contract, or any subsequent anniversary thereof. Tenderers prices were evaluated based on the 5 year initial term, the awarded Tenderers 5 year evaluation price was £405,908. However, the maximum value of the contract will be set at £2,000,000, to accommodate the potential extensions of up to a total of 12 contract years and to provide contingency for expenditure on chargeable repairs and replacements of hardware over the maximum period of the contract.
