Tender description
The Scottish Government wishes to commission research as part of monitoring and evaluation of the Inclusion Health Action in General Practice (IHAGP) project in the NHS Greater Glasgow and Clyde (GGC) health board area. The work, which will be largely qualitative in nature, will start in November 2023 and final outputs are required in w/c 18 March 2024. To help us tackle health inequalities, the Scottish Government has committed up to 1,300,000 GBP over 2022/23 and 2023/24 to general practices in GGC which serve the health board’s most deprived communities. We have given individual payments to practices for practical actions to tackle health inequalities within their patient populations. The work needs to be undertaken at pace as we need to understand how resources are being used, learn as we go, and build an evidence base to inform future similar investment. The maximum price for the contract is 50k GBP (excluding VAT). Our full requirements will be detailed in the specification. We expect the work will require: -Primary data collection with staff from a diverse range of practices, about how they are delivering IHAGP to understand its reach, the process of implementation, lessons for ongoing delivery and, where possible, early outcomes for patients and the practice. -The construction of a small set of case studies to demonstrate IHAGP in action, across its themes and from diverse practices. -A short report and slide pack summarising synthesis of findings and lessons from the activities above. -Engagement with a small research advisory group and presentations to key stakeholders. We do not expect the work to directly engage with patients due to ethical constraints and timescales. However, practices may share anonymised feedback they have gathered from patients which could be incorporate into the analysis. IHAGP relates to the Scottish Government’s Policy Prospectus and 2023/24 Programme for Government commitment for investment in general practices serving disadvantaged areas. It funds work under these themes: -building inclusive patient engagement/community participation; -enhancing workforce knowledge and skills for health inequalities; -enabling proactive outreach and extended consultations for patients with complex needs. Due to the value of this requirement the procurement process is likely to be a Quick Quote via Public Contracts Scotland. Suppliers wishing to be invited to bid should note an interest on this PIN.
