About adding context and requirements test Describe any pre-market engagement done • Desktop research into public sector websites within the Black Country. • Spoken with a number of website suppliers. • Consulted with local authorities regarding their websites. • Desktop research into public sector websites. • Desktop Research into the supplier market including platform approaches for cost effective collaboration. • Analytics review including published content types, transaction volumes, website page views. • We recognise that, within the price range, our Trusts will need to take responsibility for the content migration although welcome proactive proposals on how cost effective and time efficient support can be given as part of the design, build and implementation process. • Work is beginning on content audit and site architecture, and we will establish an internal working group with key content editors across the organisations and thoughts on how to engage various user groups. Working arrangements The team will work remotely and communicate via Microsoft Teams or other agreed collaboration tools. Sessions requiring video conferencing will be via Microsoft Teams. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Three Acute and Community NHS Trust Providers in the Black Country need a partner to design, build and implement a website for patients to have a better experience accessing information in support of their needs. The work project is required by The Royal Wolverhampton NHS Trust, Walsall Healthcare NHS Trust and The Dudley Group NHS Foundation Trust We want to work with a partner to design, build and implement a web publishing platform that is deployed to a live environment for one of the Trusts by Nov 2023 which is then expanded for use by the remaining three NHS Trust. We want the websites to: • Enable people (e.g. patients, employees - current and future, partners, suppliers) to find and search the information relevant to their needs • Use the platform to locate services and then access clinical services to gain support or manage their own care • Be accessible, on all devices • Signpost people to other systems / services • Provide relevant and plain English content This will let us: • Improve experience for people accessing information and services across the Black Country • Reduce health inequalities • Deliver more impactful communications through engagement • Use analytics for insight driven improvement cycles • Use documented standards and best practices informed by you as a partner and Design principles - NHS digital service manual (service-manual.nhs.uk) to enable the individual Trusts to manage and iterate the websites after the product has been handed over • Use a platform approach for cost effective collaboration across our Providers and other parts of the public sector • Improve future service delivery productivity by enabling an appropriate online services offer • Decommission our existing websites We do not expect that the website will need login functionality. Where the supplied staff will work West Midlands Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is The Royal Wolverhampton NHS Trust, Walsall Healthcare NHS Trust, The Dudley Group NHS Foundation Trust Why the work is being done The current provider websites are made up of different legacy sites and people experience barriers due to: • Health and care information, relevant to patient and employee needs, is sometimes difficult to access and is designed differently across the four providers. • Content management system does not always enable engagement on how people access and manage their own care. • Accessibility standards not always followed meaning people with impairments are disadvantaged which leads to inequalities. • Content is sometimes out of date, not in plain English, and not always appealing. This leads to people having to spend excessive time to answer their queries and / or losing trust in the experience which likely leads to demand via other channels. In addition, the websites will be: • Cloud hosted in future rather than the current hosting via on-premise servers. • Simplified and standardised to enable a sustainable approach to website provision across the providers. • WCAG 2.1 AA compliant. • Designed for a high experience across all types of devices. • An improved architecture that introduces uniform standards for experience including template designs and online forms. • Robust enough to further improve our online service delivery offer.
