Tender description

Tenders are invited for the supply of Integrated Sexual Health and Sexual Health Outreach, HIV Prevention and Support Services across Greater Lincolnshire, which incorporates the administrative counties of Lincolnshire, North Lincolnshire and North East Lincolnshire. This procurement is being undertaken by Lincolnshire County Council for and on behalf of Lincolnshire County Council, North and North East Lincolnshire Councils. The tender is split into three lots: Lot 1 - Integrated Sexual Health Services for Lincolnshire (Lincolnshire County Council) Lot 2 - Integrated Sexual Health Services for Northern Lincolnshire (North and North East Lincolnshire Councils) Lot 3 - Sexual Health Outreach, HIV Prevention and Support Services across Greater Lincolnshire (Lincolnshire County Council, North and North East Lincolnshire Councils) A 'Greater Lincolnshire' approach is being utilised for this tender, as a joint vision between Lincolnshire County Council, North East Lincolnshire Council and North Lincolnshire Council to ensure consistency in the provision of sexual health services for the population of the Greater Lincolnshire area. This approach aims to deliver more joined up services with a single service specification and hence more consistency in service models and digital interfaces. This approach also allows autonomy within each organisation to contract manage the service provider(s) via separate ISHS contracts for Lincolnshire and Northern Lincolnshire respectively, whilst retaining a shared vision and service specification. The approach ensures that for those living close to or on the borders between the three authorities, and who may travel across the Council boundaries for sexual health services, see consistency in service provision and in health promotion messaging. Lot 1: Lincolnshire Integrated Sexual Health Services Lincolnshire County Council wishes to commission a specialist integrated sexual health service for the county of Lincolnshire. The service includes the testing and treatment for sexually transmitted infections (STIs), the provision of HIV pre-exposure prophylaxis (PrEP), provision of the full range of contraception, Emergency Hormone Contraception in community pharmacies and HIV treatment and care. Lot 2: Northern Lincolnshire Integrated Sexual Health Services The Northern Lincolnshire Councils (North Lincolnshire Council and North East Lincolnshire Council) wish to commission a joint specialist integrated sexual health service covering their respective areas and populations. The service will include the testing and treatment for sexually transmitted infections (STIs), the provision of HIV pre-exposure prophylaxis (PrEP), and provision of the full range of contraception. It also includes for North Lincolnshire Council only, the provision of Emergency Hormonal Contraception in community pharmacies. Lot 3: Sexual Health Outreach, HIV Prevention and Support Services The Sexual Health Outreach HIV Prevention and Support Service (SHOHPSS) encompasses the service elements set out below, to be delivered within the defined geographical areas. Lincolnshire County Council will hold and manage this contract on behalf of all three Greater Lincolnshire local authorities. a. HIV Prevention and Sexual Health Promotion (Lincolnshire only) The purpose of this service element is to ensure key messages and information reach those at highest risk of poor sexual health in Lincolnshire. b. Sexual Health Outreach Provision (Greater Lincolnshire) The purpose of this service element is to provide community-based outreach activities and interventions to environments and venues where individuals have increased vulnerabilities or are at high risk of sexual ill-health. c. Specialist Social Care Support (Lincolnshire only) The purpose of Specialist Social Care Support is to provide a responsive, holistic, and person-centred support offer to people living with and affected by HIV in Lincolnshire. Support shall embed preventative and strength-based approaches to meet the diverse and personalised needs of people living with HIV in Lincolnshire.
