Expression of Interest for Step-down and Step-up Beds - Block Contract for Winter Pressures

City of York Council (CYC) is looking to commission short term, step-down and step-up assessment beds on a block purchase to support our patients and Customers with discharge from hospitals and prevent individuals from being admitted to hospital and enabling them to go Home. Home First being our main principle, minimising the need for longer term care. Placements will be required for people aged 18+ and 65+, the majority of placements are in the 65+ age group. CYC envisages that the short term, step-down assessment beds would need to start provision as of the 1st of November 2023 for a period of 24 weeks (estimated to expire on 23rd April 2024); this will be dependent upon any funding allocated. This will be reviewed in late February 2023 as there may be an opportunity to extend this past 23rd April 2024 dependent on funding available. This provision is to support hospital discharges to step-down, step-up and avoid hospital admissions within York whilst reducing the need for long term. However, the Service under this Agreement will expire, and not extend past 31st October 2024. CYC wishes to achieve a geographical spread for the beds across the City of York to provide easy access for our Customers. However, we would consider beds that are located outside the boundaries of York. The Council reserves the right to award contracts containing a combination of beds and homes that best meets overall requirements to support winter pressures. CYC are engaging with the market to seek expressions of interest from providers who have the capacity in the market to support the requirements set out in the expression of interest document (available on the Yortender website) and who can commence as soon as possible. CYC is looking for a range of providers who have the experience, knowledge, and the appropriate CQC registrations and trained staff to support this commission.
