Tender description

The Scottish Government jointly launched the Local Governance Review with COSLA in December 2017. The purpose of the Review is to ensure Scotland’s diverse communities and different places have greater control and influence over the decisions that affect them most. The Review does this by considering how powers, responsibilities and resources are shared across national and local spheres of government, and with communities. This commission is for analytical support for a new phase of the Review’s community engagement process Democracy Matters. This engagement launched in August 2023 and will last a minimum of 12 months. Through conversations and engagement with communities throughout Scotland, Democracy Matters Two will explore the detail of what form a new sphere of sub local authority level democracy could take.
