The framework would consist of six categories of support or lots that includes: •Virtual Support •Community Support •Home Support •Specialist Place based services •Travel Support (Independent Travel Training) •Travel Support (Specialist Transport) Lot 1: Virtual Support Virtual Support Learning from the COVID pandemic and changing expectations, particularly of young adults and people with learning disability and autism, has highlighted that access to virtual and technology-based services needs to be a core part of the offer to promote a flexible choice for individuals. Virtual Support services are intended to support individuals to engage in a variety of activities and learning opportunities in a place and time of their choosing that will promote their engagement in activities, promote their mental health and well-being and maximise their skills and independence support including access to technology and help with set up and use of technology. Lot 2: Community based support In order to promote greater inclusion, there is a need to support people with a Learning Disability to access mainstream and universal activities in the community rather than re-create activities in place-based services that only the learning disability population accesses. Community Support services are intended to enable individuals to access facilities in the local community that will promote their social skills, participation in group or individual activities that will promote their mental health and well-being and maximise their levels of independence in the community. These services will focus on providing a range of activities from fitness, social, practical, skills-based activities through to life-long learning and training leading to employment. Lot 3: Home based Support To maximise people’s potential and independence it is essential that the functional skills they acquire through ‘Day Services’ are reinforced in different settings, particularly their home environments. This lot will provide support with the implementation of practical skills in the clients home to promote further independence. Lot 4: Specialist Support Specialist Place-based services will provide support to adults with profound and multiple learning disabilities (PMLD) and / or autism who are living in their own homes or with family carers. The services will be provided in specially adapted locations that are able to fully meet the needs adults with profound and multiple learning disabilities (PMLD) safely. Lot 5: •Travel Support (Independent Travel Training) Travel training will provide tailored and practical help which supports disabled people to develop the skills and confidence to travel more independently via public transport, on foot or by bike. The service will use a strengths-based approach and follow best practice to support individuals to achieve their independent travel goals. Lot 6: Specialist Transport A Specialist Transport Service is required which is responsive to the needs of adults with a learning disability and/ or autism, who have additional mobility needs and/ or sensory, verbal, or behavioural needs which cannot be managed on public transport. The service will provide Specialist Transport Vehicles (minibus) which will provide supported access, to and from Specialist Place-Based Support Services available under the Life Skills and Wellbeing Opportunities Framework and/or to access other learning and training facilities.
