Tender description

Tenderers are invited to submit a Tender for the carrying out of Environmental Risk Assessments of five (5) Historic / Legacy landfill sites located in South and West Kerry, County Kerry. The Environmental Risk Assessments shall strictly follow the approach set out in the EPA’s document, “Environmental Risk Assessment for Unregulated Waste Disposal Sites”. As defined by the EPA CoP both Tier 2 “Site Investigation and Testing” and Tier 3 “Refinement of CSM and Quantitative Risk Analysis” Risk Assessments are required as part of the Tender. The results of the Tier 2 and Tier 3 Risk Assessments will then inform the development of a site-specific Remediation Plan for each landfill site. This site-specific Remediation Plan will list an option or options for any remedial works required to remove or mitigate any potential environmental risks identified. The Consultant shall identify the preferred solution for each site. The site-specific Remediation Plans (if remediation works are required) must be costed to facilitate planning and implementation of the Remediation Works. The Tenderer will be required to carry out an Appropriate Assessment Screening (if required) and prepare any necessary Natura Impact Statement (if required). The Risk Assessments will provide the basis for the Kerry County Council’s application for a Certificate of Authorisation to the EPA as required under S.I. No. 524 of 2008 Waste Management (Certification of Historic Unlicensed Waste Disposal and Recovery Activity) Regulations, 2008.
