*PLEASE NOTE THIS IS NOT A PUBLIC TENDER COMPETITION - PRE-MARKET ENGAGEMENT EXERCISE ONLY* The Department of Justice (DoJ) is currently giving consideration to the procurement of services and support for victims and potential victims of modern slavery and human trafficking (covering all age groups and genders). Prior to initiating any procurement exercise, the DoJ wishes to establish the level of market interest in participating in the procurement process. This pre-market engagement is aimed at relevant organisations who provide services to victims of exploitation and will help to innovate and develop a model to ensure all victims, regardless of their support needs, are given the opportunity to recover from their experience with the help of tailored support. The procurement of this service will help achieve DoJ’s core mission, which is ‘working in partnership to create a fair, just and safe community where we respect the law and each other’. This initiative is aligned with the new three year Modern Slavery and Human Trafficking Strategy 2022-2025, which aims to protect and support victims. It also aligns with the wider Organised Crime Strategy for Northern Ireland 2021-2024. The Organised Crime Strategy identifies tackling modern slavery and human trafficking as a key priority and recognises the links with organised criminality. Finally, it will also help to deliver the Northern Ireland Executive’s Programme for Government Outcome 7: “We have a safe community where we respect the law, and each other.” The objectives of this exercise are to: • gain initial supplier awareness, engagement and opinion; • gain insight to the market possibilities and potential innovative solutions; • understand risks and issues not previously considered including potential challenges; • inform the Outline Business Case; and • ensure that any final model is achievable, effective and fit for purpose.
