Prior Information Notice (PIN) – Decarbonisation Retrofit Works

Overview Orbit Group is seeking expressions of interest from suitably qualified and experienced Principal Contractors who can undertake decarbonisation retrofit works in line with the requirements of PAS 2035. The initial project is made up of circa 410 properties over 2 years of which 160 will be funded by SHDF wave 2.1 funding. Orbit will continue to explore other areas of funding for the remaining properties. This project is expected to start in March 2023 and complete by no later than September 2025. The projected combined value of the contract for the initial two years of the contract is circa £16 million. Although the initial intention is to deliver the works in Orbits Wave SHDF 2.1 bid, there will be further works which may be funded by ECO 4 or fully funded by Orbit. The intention is to enter into a long-term partnering agreement with a contractor to undertake Decarbonisation Retrofit works across Orbit’s geographical coverage. It is our intention to put in place 24 Months initial contract with the option to extend for 2 x 24 months. Scope of Works The works are likely to include but are not limited to the following; • Internal Wall Insulation • External Wall Insulation • Cavity Wall Insulation • Loft Insulation • Flat Roof Replacements • Pitched Roof Replacement • Window and Door Replacements • Smart Thermostat Installation • Ventilation Upgrades • Night Storage Heater Installations • Air Source Heat Pump Installations • Ground Source Heat Pump Installations • Photovoltaic Panel Installations Expression of interest and Pre-Tender Briefing We encourage suitably qualified and experienced providers to send their expression of interest by emailing mochamad.nurdyn@orbit.org.uk no later than Thursday 5th October 2023. All Contractors who express their interest before the date will be invited to webinar for pre-tender briefing on Friday 6th October 2023 at 11.00. It is our intention subject to internal sign-off, to issue the tender on the week commencing 9th October 2023. Lot 1: Orbit Group is seeking to appoint a Principal Contractor to oversee and complete the installation of Energy Efficiency Measures (EEM’s) in accordance with the PAS2035 Retrofit process.
