Bury Council wishes to procure a service which meets the Care Act 2014 statutory responsibilities of Bury Council in respect of its eligible population (adults) which have been assessed as requiring mobility and orientation training and any other rehabilitation intervention, or equipment and adaptations to support them with the onset of visual impairment. The overall purpose of the service is to enable people to achieve maximum potential, to stay at home, living as independently as they can and with the best possible quality of life. Such a person's level of functioning may be improved by providing low vision services, including the use of low vision aids, environmental modification and/or training techniques. This definition includes but is not limited to those who are registered as sight impaired or severely sight impaired. The maintenance of independent living skills should be encouraged as well as the drive to reduce / delay any further escalation of identified need, promoting the statutory principle of individual wellbeing and introducing positive behavioural change to encourage independence where possible.
