HCC - 10/17 - Dynamic Purchasing System (DPS) for the Provision of Transport Services

Hertfordshire County Council (“the authority”) is establishing a Dynamic Purchasing System (“the DPS”) for the provision of Transport Services.<br /><br />The DPS will be established and operate in accordance with Regulation 34 of The Public Contracts Regulations 2015 (“the Regulations”). The authority has published a contract notice in the Official Journal of the European Union and Potential Suppliers are now invited to express an interest in joining the DPS.<br /><br />Firstly, organisations apply by completing the Council's online Supplier Questionnaire (SQ). Organisations which satisfy the pre-determined selection criteria will then be admitted to the DPS. Individual Orders throughout the duration of the DPS will be awarded via competition during the second stage. Organisations admitted to the DPS should note they won't be invited to tender for competition(s) until they have singed and returned the DPS Agreement to the Council accordingly.<br /><br />The DPS has been split in to 4 Category's as per the below and Suppliers are invited to bid for 1, more or all of the Category's listed.<br /> <br />Category 1 Wheelchair Accessible Vehicles<br />Orders requiring Wheelchair Accessible Vehicles to transport students or adults in manual or electric wheelchairs with or without a Passenger Assistant. This could include special needs of autism, ADHD, physical or any other disability, emotional or behavior disorders and mild learning difficulties. This Category will require management, monitoring and use of specific medical related equipment including but not limited to oxygen tanks, suctioning machines, body harnesses. <br /><br />Category 2 Vehicles transporting children or adults with Special Transport Needs (STN) or Special Educational Needs (SEN)<br />Orders transporting students or adults with special transport needs with or without a Passenger Assistant. This could include special needs of Autism, ADHD, epilepsy, physical or any other disability, emotional or behaviour disorders and mild learning difficulties. This Category will require management, monitoring and use of specific medical related equipment including but not limited to oxygen tanks, suctioning machines, body harnesses. <br /><br />Category 3 Vehicles requiring Passenger Assistants<br />Mainstream or limited Special Needs Transport Contracts requiring Passenger Assistants to transport students or adults with no specific special transport requirement. This may include social needs or very mild learning difficulties.<br /><br />Category 4 Vehicles with no requirement for a Passenger Assistant<br />Mainstream or limited Special Needs Transport Contracts not requiring Passenger Assistants to transport students or Adults with no specific special transport requirement. May include social needs or very mild learning difficulties.<br /><br />In order to apply organisations must follow the steps laid out below;<br />Step 1 - log in or register at www.supplyhertfordshire.uk<br />Step 2 - Find the project and click on View Details<br />Step 3 - Click on Express Interest<br />Step 4 - If you are intending to bid click 'Opt In' if you aren't intending to bid click 'Opt Out'<br />Step 5 - Click on the Questionnaire and fully complete every question, if it is n/a please state this. You will not be able to submit your application until all the questions have been fully answered and the relevant supporting documentation has been uploaded.
