The University of Strathclyde established a Dynamic Purchasing System (DPS) for the Provision of Digital Services for Co-Managed Care in April 2023 and intends to conduct an Invitation to Tender (ITT) on the DPS Category 4 Long Term Condition Services for Digitally Enabling Long Term Condition Management in the Community. In advance of publishing an ITT on the DPS, University of Strathclyde wishes to conduct pre-market engagement to inform the market it intends to publish an ITT, seek the market's capability and views on the requirement, raise awareness of the DPS and encourage suppliers to consider joining the DPS to enable suppliers to submit a tender should they wish to do so. The Moray Rural Centre of Excellence (RCE) for Digital Health and Care Innovation is a 5 million GBP project funded by the UK Government, which aims to support the remobilisation of health and care services and the economic recovery of the Moray region through investment in research and innovation activities aligned to the digital health and care agenda. The Digital Health & Care Innovation Centre (DHI), a world-leading collaboration between the University of Strathclyde and The Glasgow School of Art is spearheading the development and delivery of the projects alongside key strategic partners. The Long-Term Condition Management (LTCM) program within the RCE focuses on demonstrating the value of digital health innovations for individuals managing long-term conditions. The programme aims to improve patient-centred care, outcomes, and reduce the burden of long-term illness. Access Deprivation refers to the lack of equitable access to timely and appropriate healthcare services, particularly affecting patients in rural areas. "Dr. Gray's Hospital, Plan for the Future, Strategic Intent (2023-2033)" identifies it as a priority challenge for service improvement. In Moray, Grampian, and the north-east of Scotland, approximately 3,000 diabetic patients face access barriers due to remote location, limited healthcare staff, and infrastructure. This can lead to poor health outcomes, lower quality-of-life, and increased costs. To address this, person-centred, integrated care solutions and stratification of the community are needed to improve access, prioritise care, reduce waiting times, and personalise care. The University established a Dynamic Purchasing System (DPS) for the Provision of Digital Services for Co-Managed Care in April 2023 to support the requirements of the RCE and DHI’s wider requirements. The DPS has a category for Long Term Condition Services and to support this requirement the University will use the DPS to conduct an Invitation to Tender (ITT) which will invite all suppliers admitted to the Long Term Condition Services category to submit a tender response for the requirement, which is likely to focus on providing effective healthcare for citizens living with type 2 diabetes and related conditions, focus care from clinicians on those most in need, while demonstrating company growth and economic impact by supporting, monitoring and evaluating adoption of a novel ‘diabetes service’ business model from at least one local leisure centre.
