Professional Services for Screening for Strategic Environmental Assessment (SEA) and Screening for Appropriate Assessment (AA) of draft Ministerial Guidelines: (1) “Offshore Wind Energy Marine Planning Guidelines” and (2) “Designated Maritime Area Plans Guidelines” and the undertaking of a full SEA and AA if required: The Contracting Authority is seeking one supplier for the requirements of this RFT - (a) Screening for a Strategic Environmental Assessment of each of the draft Minsterial Guidelines - (1) the"Offshore Wind Energy Marine Planning (OWEMP) Guidelines" and (2) the "Designated Maritime Area Plans (DMAP) Guidelines", which complies with the requirements of EU Directive 2001/42/EC and the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 to 2011; and (b) Screening for Appropriate Assessment (AA) of each of the draft Ministerial Guidelines - (1) the OWEMP Guidelines and (2) DMAP Guidelines - which complies with the Habitats Directive (92/43/EEC) and S.I. No. 477 of 2011 (European Communities (Birds and Natural Habitats) Regulations 2011), as amended; In addition the following may be required: (c) An appropriately scaled Strategic Environmental Assessment (SEA) of each of the draft Ministerial Guidelines - (1) the "OWEMP Guidelines and (2) the "DMAP Guidelines"- which complies with the requirements of EU Directive 2001/42/EC and the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 to 2011; and (d) An Appropriate Assessment (AA) of each of the draft Ministerial Guidelines - (1) the OWEMP and (2) the DMAP Guidelines - which complies with the Habitats Directive (92/43/EEC) and S.I. No. 477/2011 (European Communities (Birds and natural habitats) Regulations 2011), as amended.
