Work done so far CDDO has undertaken some substantive work in this area through the discovery and pilot phases of this project and can provide the findings of relevant user research, stakeholder workshops and business analysis undertaken recently. Which phase the project is in Alpha Existing team The supplier must work with the National Association of Local Councils, County Associations, and the Society of Local Council Clerks to recruit Parish Councils who don’t have a .gov.uk domain. Plus Parish Councils who do have a .gov.uk domain but are finding it difficult to adopt. Address where the work will be done No specific region, they can work remotely. The domains team is normally based at The White Chapel Building 10 Whitechapel High Street, 7th Floor, London, E1 8QS Working arrangements The supplier can rely on CDDO to provide specialist domain knowledge. We expect the supplier to meet with us virtually, using Google Meet or similar platforms. There will be no reimbursement for travel costs to meet stakeholders. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work CDDO want a supplier to implement new ways of working that remove as many barriers as possible that prevent Parish Councils from adopting .gov.uk domains and modern cloud services. The supplier must recruit PCS; deliver and review proposals for new ways of working; define KPIs and measure progress against these KPIs. Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Central Digital and Data Office Why the work is being done CDDO wishes to increase the adoption and secure use of ‘.gov.uk’ domains and modern cloud services linked to these domains across English Parish Councils, Parish Meetings, and small Town Councils. This would bring a step change in the country’s cyber resilience at the foundational tier of our democracy because ‘.gov.uk’ domains are continuously monitored, and if they get subverted for malicious purposes this will be quickly spotted. Of approximately 3,500 third-level “.gov.uk” domains, around 1800 have been registered with Parish Councils. There are over 10,000 PC's in total, so many have chosen either to use a non-government domain, or not to have a domain at all. This may be because: - It’s hard for someone unfamiliar with current best security practice to know where to start to guard against, or help others to guard against the most common cyber threats - there are obligations that come with having a .gov.uk domain and it’s difficult to discharge these obligations without knowledgeable IT support This procurement is for the Alpha, Beta and Live phases of this project following completion of the Discovery and Pilot phases. The business problem you need to solve CDDO wishes to: - implement new ways of working that remove as many as possible of the barriers that prevent Parish Councils from adopting .gov.uk domains and modern cloud services, whilst at the same time ensuring that these domains and services are protected by appropriately skilled DDaT professionals. - create scalable methods of improving .gov.uk adoption by Parish Councils, by helping them: * make the decision to use a .gov.uk domain * correctly configure their .gov.uk domain, email, web services and personal IT equipment so that it is accessible and secure * use their .gov.uk domain rather than personal domains for Parish business * understand what it means to be accountable for a .gov.uk domain. - define changes to the support model provided by the community of domain registrars that serve Parish Councils. This new support model includes: * the above scalable methods of improving .gov.uk adoption * ensuring that these registrars are familiar with .gov.uk guidance, in particular 'How you are accountable for protecting your .gov.uk domain', 'Keeping your domain name secure', and 'Get started with your .gov.uk domain name'. * ensuring that these registrars help their Parish Councils meet this guidance * where these registrars have been given delegated responsibility by their Parish Council, implementing this guidance on their behalf * ensuring these registrars act as a single point of contact to Parish Councils for domain-related guidance and any specific instructions. - agree these new ways of working with the registrars themselves, and also with Parish Councils through the National Association of Local Councils, County Associations and the Society of Local Council Clerks. - ensure that any increase in support costs are balanced against a proposed saving in the price of the .gov.uk domain itself. - roll out these new ways of working through engagement with the above bodies.
