Procurement and In-Service Support for a Person-Portable Identification Capability for Particles, Vapours and Bulk Explosive Material

Specialist Explosive Ordinance Demolition, Exploitation & Countermeasures (SEEC) Delivery Team (DT) – the Authority - are considering initiating a project to procure and support explosive material identification equipment. The MOD requires a person-portable, deployable and robust identification capability that allows explosive samples to be placed directly onto a surface, and a person-portable, deployable and robust through barrier identification capability to conduct search of buildings and other infrastructure to give immediate indication of the presence or lack of explosive material for common and bespoke explosive threat substances, or components thereof, permitting subsequent activity. The Authority will be purchasing 60 detectors to equip 60 search teams. The capabilities may be delivered by separate pieces of equipment or combined within one piece of equipment. The requirement will also include an in-service package which may include but not limited to: spares provision, repairs services, safety and environmental management, obsolescence management, technical support etc. The intention is to award a 5-year contract plus 2 option years to a supplier for each capability deliver this requirement. The estimated value of this requirement is £13M. Please see 'Additional Information' section for early market engagement details. Additional information: Early Market Engagement The Authority is interested in understanding the capabilities in the market to help inform the development of the requirement.
