In 2008 Rhondda Cynon Taf CBC , Merthyr Tydfil CBC and Bridgend CBC (together the “LA Founders”) entered into a Joint Venture arrangement with an external consultancy firm to establish a Joint Venture Company currently trading as Redstart (the “JV”). The main purpose of the JV was to provide engineering consultancy services to the LA founders via a quick and compliant route to market. The JV arrangement is due to expire on 31st August 2024 and RCT CBC acting as the Lead Authority reprocuring the services wish to engage with the market to determine early feedback on proposed delivery models for the future. Potential consultants who submit a questionnaire may be invited to a dialogue /question and answer session with the Council. The RFI will be used to facilitate a market sounding exercise to provide advance information of requirements and open a dialogue with the market.
