Tender description

Galway City Council ( main lead) wishes to establish a Multiparty framework for the installation of a Data Management System for 5 Local Authorities to include, Donegal County Council, Galway City Council, Galway County Council, Mayo County Council, and Sligo County Council. The Regional Energy Bureau is tasked with supporting the Local Authorities to implement ISO 50001 Energy Management Systems (EnMS). The energy planning process described in ISO 50001 clearly illustrates the extent and importance of information flows in the EnMS. The crucial energy data must be collected from the point of use and provided to a central Data Management System (DMS). Monitoring, analysis and reporting of energy use is currently an onerous and largely manual process due to the high number of manual data collection points and use of multiple reporting methods. This current system and process of reporting and billing poses a high risk of error and does not effectively support a robust energy planning process. Effective energy monitoring and targeting is difficult to achieve in the absence of granular and detailed profiles from accurate data. The aim is that this project will address the issues outlined above. The project will consist of three main tasks. Firstly, the installation of new meters to transmit to the Data Management System (DMS) Secondly, a bespoke or tailored DMS software package to include energy costing, reporting, monitoring and targeting and the collation, analysis and interpretation of such data. The third task will involve an initial and ongoing technical and advisory support service to increase the effectiveness of the DMS. Services are required, as considered relevant and as the need arises, by individual local authorities as framework purchasers.
