Evaluation of Food Law Rating System

Food Standards Scotland (FSS) has an upcoming requirement to engage a Supplier(s) to conduct research to evaluate the Food Law Rating System (FLRS), the framework for food law enforcement delivery in Scotland. The research will focus on the process and the impact of the FLRS, utilising a wide range of evidence already collected by FSS and proposing primary data collection methods to gather the experiences of key stakeholders who implement FLRS, namely Local Authority Environmental Health Departments. The research will focus on the process and the impact of the FLRS, utilising a wide range of evidence already collected by FSS and proposing primary data collection methods to gather the experiences of key stakeholders who implement FLRS, namely Local Authority Environmental Health Departments. The research will address the following questions: - Has the FLRS achieved what it was designed to deliver and was it fit for purpose? --What have been the key facilitators for successful implementation and delivery? -- What have been the barriers to its successful implementation and delivery? -- Are there any common issues/trends in relation to facilitators and barriers experienced by different Local Authorities when implementing the scheme? - What are the gaps in the enforcement delivery model that FLRS did not address? - What lessons can be learned from the impact or the implementation of FLRS that can be taken on board for future development of enforcement delivery? It is anticipated that the research required shall be conducted in three parts: 1. Collation and secondary analysis of all relevant evidence collected by FSS and its partners, including data available from local authority monitoring (available internally from the Scottish National Database), audit reports previous research and available literature to assess the progress and impact the FLRS has had on food law enforcement and compliance; 2.Engaging with routine forms of collection and analysis methods of primary data to review the process of how the FLRS was implemented and how it is currently impacting enforcement delivery; and 3. Comprehensive review of the relative evidence to provide lessons learned for the future of food law enforcement in Scotland. FSS would like to engage with Suppliers who may be interested in supplying the services required. FSS would like to understand: - Potential Suppliers who would tender for the contract; - Level of expertise and availability of resource within the Suppliers organisation or through sub-contracting; - How they would approach the project, particularly considering methodology and stakeholder engagement; - Estimated budget and length of time required to complete the project (if possible).
