East Sussex County Council, within its remit as Highway Authority, is a statutory consultee within the planning system. The County Council's Transport Development Control (TDC) team performs this role by providing timely comments on planning applications to the seven planning authorities within the county. The team also responds to a number of pre-application enquiries and, at times, is involved in planning appeals. Partly due to the lack of up-to-date Local Plans in the county, the number of applications and pre-application enquiries the team is consulted on remains high, with around 900 consultations a year. A number of these consultations are on proposals that are speculative in nature being that they do not benefit from an allocation in a Development Plan. Many are of large scale and involve complex issues. Generally providing input into these proposals is time consuming and, at times, is impacting upon workloads and the Council's ability to submit timely representations on applications.
